W is decent sustain regardless if what you build because it's 30% of ALL damage done by you or allies to anything. You'll sustain well so long as someone is doing damage.

65% diminishing returns on slows does mean it's wasteful. Like if an ally just chained a slow right before your permafrost, the frozen mallet would barely do anything. But if you were to gank a nasus with your shyvana top, then if shyvana had no slow, it'd be useful to apply your slow while permafrost and your stun were down.

I can 1-combo carries late game with my build too, but I don't have to sacrifice tankiness in the wasted stats gained from two phantom dancer's.

Okay, lets put it this way. REAL TALK. BOIZ.
What do you seriously gain with Hecarim by buying PD, for 2.8k? You aren't really looking for crit, tbh. It's not like you're getting IE, but a increased crit chance is alright, but you don't really have any base AD, since you only have triforce w/ the PD. Attack speed? Nope, not really, especially considering his Q is around 2 sec cooldown after stacks, so essentially you only need enough Attack Speed to attack ever proc of Q to get a majority of his damage on top of the triforce proc~. Move speed? it's nice~, but to what extent is already having more movespeed, on top of one of the strongest movespeed steroid going to help do? Allow you stick on to them?
So essentially you spent 2.8k for a lot of useless stats that don't work well with Hecarim~, and some movespeed.
Now, lets look at alternatives. BT, 3k. Not the best item for Hecarim, but definitely better than PD. Increased AD by 100, along w/ great sustain.
Frozen Mallet, 3.25k, a pretty solid item. Allows for massive sticking power due to the slow, tons of health, especially if you're going to charge in, you'll end up going balls deep into 5 people, the extra health is VERY nice.
Randuins Omen, 3.075k, another great item for hecarim, when diving on AD carries, they'll almost always be prioritize killing you, Randuins Omen will allow you to stick, and shit all over the AD carry. Not to mention, it has tons of synergy with his "charging in" abilities.
Even Ghostblade, 2.687k would be a much stronger alternative, gives the "ms" boost you seem to be jizzing on about, along w/ strong armor pen, and has smoother build~ especially with brutalizer.
How about something that helps the team as well? Reverie is another strong buy. Philo stone early on helps you sustain in jungle, makes you much tankier and gives you CDR+HP+MS.
There are plenty of strong item choices for Hecarim, PD is not one of them.

Am I the only one who hasn't run into 10 minute queues with the new dodge system? I think the most I've ever had to wait for was two of those weird 10 second 'put-you-back-into-queue-but-you-can't-do-anything-while-you-wait' things in a row.

I don't know about the Frozen Mallet. It does not sound THAT bad. Not because of any interaction with your passive or the likes, but because i am not actually convinced that your passive actually DOES anything. A 10% slow is barely noticeable, and people do indeed escape with that 10% slow on them.
We have two different discussions here at the moment, the "is frozen mallet a good item", and the "interaction with Sej's passive", which in my opinion are not connected that much. The fact that Mallet makes Sej's passive barely do anything is not that interesting once you notice that her passive barely does anything with or without the mallet. For the question whether or not you should build mallet, this is also completely irrelevant. Mallet makes her passive do less, ok. But that is not the question, the question is whether the effect mallet gives is worth it, or not.
Now, it can be argued that her kit in total gives her enough cc that she does not need the mallet, and should build other items instead, and i am inclined to agree here. But that is a completely different argument.
But i am not that experienced with Sej, i only played her during this free week, and was surprised how much she does not suck compared to how bad people say she is.
Different topic, has a consensus been reached considering HoG on tanky support junglers? Before the nerf, you practically always built one, but now it is not that clear anymore, and so far i have not seen a definitive answer. I must say that i quite liked skipping HoG for a shurelyas rush on Naut, which gives you about similar amounts of hp, takes away your gp10, but gives you a shurelyas insanely early for absurd ganks and general utility. The increased regeneration of shurelyas over philo is also pretty useful, and everyone loves CDR. Another route i have tried is simply skipping HoG and getting aegis faster instead, and that was not that bad, either. Of course with both of these, you miss out on a lot of gold from your gp10s, but if you are active enough around the map, i think it can definitively be worth it. So unless all my lanes are ungankable either by lanesetup or because they are retarded and at the enemy tower at all times, i tend to do one of those two things. How do others see this?
