To use one of those modern expressions: A wild AP carry appears... it's super effective.
With 750 armor there is no way to build much magic resistance or health, there is no way that malphite would survive a direct encounter with almost any ap carry.

her passive + 21 in defense means you can literally just right click the enemy, and they can't do anything about it, if they attack back they get a full wave attacking them while you don't so you win that fight. your heavy amounts of armor make them deal little damage too. <3 but i mean you could just pick a good top lane and be more useful overall. but yeah you can shut down quite a few top lanes with a defensive eve. Doesn't Fizz do that and the rest of the game about 478329473928 times better? Actually no fizz takes 5-10 damage/shot from the first wave. evelynn takes actually 0.

LeBlanc was my favourite champion before my break a few month ago. No other champion caused so much rage when i jumped under the tower, combo'd for a kill and then jumped back before the opponents could react or jumped over a wall, QRE, kill & jumped back into safety.
I mostly stopped playing her because when i got counterpicked or had a bad game, the team flamed twice as hard because of "troll pick".
Maybe with the buffs i'll get a chance to pick her back up.

What if 750 armor Malphite initiates on the AP carry first? With Unstoppable Force it's pretty easy. Also, an AP carry blowing their CDs on Malph is an AP carry not blowing CDs on the enemy carries. There are lots of possibilities to bring up in a case by case basis, but man, it forces the AP carry to make the decision which can be hard if the Malph has a team right behind him.

I think part of the reason why LB fell out was the rise of MR runes. If you come to lane with 50+MR, you are quite unlikely to be combo'd by LB, and a large portion of LB's power comes from a snowballing lane phase. That said a fed LB is still one of the scariest things to be around.

Nocturnes ult is like half the range of a TF ult.Yea,it's not "global" but 5500 range is not much of a handicap for a mid lane that can instantly clear a creep wave and than just go wander off a few steps away from the lane to gank your ass.

They were done awhile ago and it is rare for riot to flat out undo what they have done in a live balance patch.

There are 4 fountain to fountain range global ults that are 'easy to use' that cannot be really be countered. Three of them got nerfs. GP is the only one that did not changed, but that might be because 1) He is rarely played 2) His ultimate is slightly different in its mechanics compared to the other three.
Karthus > Press button for damage, can only be countered by CC on a Karthus during the channel, If this happens you deserve to be interupted because only a terrible player would put themself in that sort of position outside of clutch flash->cc plays. Soraka > Press button for heal. Cannot be countered unless Soraka is CC'd or dead. Shen > Press button (and click an ally) for Shield and tele. Can only be countered by CC on Shen as he channels. Gangplank > Press button and click to lay a big AoE slow and damage area.
The other global ults (Ashe, Ezreal, Draven) are all projectile based skill shots. They can be countered by dodging.
It seems to me that Riot looked at the global skills and did a checklist: Fountain to Fountain? It is a true global skill. How is the skill used? -> Press button for skill effect: This has few counters, we think it needs a change. -> Is it a projectile based skillshot? Not inherantly imbalanced, players can dodge these.
Riot obviously didn't change TF (and Panth & Nocturne to a smaller extent) because while they have long range, they are not truly global.
