They have upwards of 5 champion design teams (according to what I've found out and confirmed kind of by Steve Snow) and a Live Balance team.
Each champion design team rotates releases (which is why the champions that get released sequentially tend not to have the same designer). Each champion has a production cycle of atleast 8 weeks and I believe Ezreal is working on Kumiho (or Gumiho, whatever she's called now). His last project was dominion, which was like 4 weeks ago? so I'd assume the fox lady will be released in november or early december.

Bug report for moonbear:
The other day I was playing as Garen Vs. Cho. I was able to use my R on him despite being hit by his silence.
Not sure what more to add. We both noticed it though (as it killed him), he was a little annoyed afterwards

Probably working as intended. It's designed so that you can still use abilities as you're hit by CC.

If you get cc'd within a certain threshold of casting a spell you can still cast.
One thing you can do to test this is play garen vs singed. If garen uses Q he will always get tossed by singed if singed queues up fling at the same time.

Yeah, I've definitely noticed the fling vs Q thing.
in this particular case I thought I was outside of that 'window' if you will, however I could just be mis remembering. Was pretty sure I got silenced, walked forward a couple steps and then got my R off a good 0.5 - 1 second after being silenced.
Just thought I'd bring it up on the off chance that it was worth looking at. Personally even if it was a bug I'd be happy with it not being fixed... I love getting Garen ults off whenever I can
