i dont think there's been single champion recently that hasn't had a freefarm technique. There should be a balance between how well the champion scales and how easy it is for them to farm. I hate to say it, but Poppy and Mordekaiser are a good example of this principle. Poppy is stupid strong late game because she scales so damn well, but trying to farm with poppy is extremely difficult. Mordekaiser has shitty scaling, but farms EVERYTHING. This is a balance. If you have assholes that can farm everything while scaling well, you're going to have a broken game. And that's why i'm super semi-retired from this game, because its silly broken in that champion design principle.
