I think this is pretty cool, it makes you wonder about spirituality, would that count as 2 souls or just 1 soul? Mind and body, spirit. I hope they can live, too much emphasis on what a person should look like in order to be accepted. Hopefully the part of the world they are from is not like Canada or America or many other countries where that will just get you badgered by people who are so far gone into being mainstream that they forget how to think like a normal person. You must not know how twins are formed. The genes have nothing to do with it. They didn't grow an extra head, the egg tried to split but only got a small part of the way.

Harder questions: What if one is a good catholic boy and the other likes to fap? If both can control their body parts, what happens if they both ask nice but one is secretly evil and does bad things and pretends it wasn't him? On that topic, if they share one set of lungs, can one of them sing while the other breathes in endlessly? If one of them has self confidence problems and can't get a hard on in bed, is it okay to let the other head see because he has a fine conscious and can get hard easily from a nude woman?

Given that there is one heart, and presumably a normal number of other organs such as liver, kidneys, etc, to what extent does each brain contribute to control over the autonomic nervous system? For example, which brain detects and regulates homoestatic functions such as temperature and hunger control? Assuming there are two functional hypothalamuses but only one body, what happens if they receive conflicting sensory inputs, thereby off-setting vital functions such as circulation or blood pressure?

Actually genes could have something to do with it in theory (maybe it's not the case in this particular story though). For example, take a look at craniofacial development. Dysfunction of sox6,9,10, Shh, Wnts, FGF, TGFb and other genetic programs results in craniofacial abnormalities such as cleft lip and palate, craniosyntosis...
It seems reasonable that perhaps a very particular set misregulations of gene expression at various crucial developmental points (such as neuralation) could result in a developmental malformation with a phenotype similar to this, in theory.

The article says there are two brains, and two spinal cords. Given that, we can assume there are two central nervous systems. If that's true, then there are probably two primary motor cortices -- one in each brain cortex. When you want to move, you elicit activity at your primary motor region (and other regions). A neuronal ensemble corresponding to a desired movement fires and conveys a complex signal down your spinal cord. These motor neurons synapse to peripheral motor neurons that are located in your spinal cord.
So up to this point BOTH heads can enable and command movement. But what we don't know is which CNS neurons synapse to which PNS neurons. Knowing this would allow us to know which limbs receive inputs from which brain! It's interesting actually, because what if both primary motor cortices feed inputs to the same peripheral nerves, thereby endowing the limb in question with responsiveness to both brains? Does one brain "dominate" the other due to stronger synapsing? Does post-developmental plasticity occur, perhaps shaving off the connections from one brain? Do both brains remain equally able to command all parts of the body? Seems like there's a lot of cool stuff to find out about this girls
