Hm. I feel like I should tell you guys, that there are actually a few programs that change wallpapers availible on the net. Few years ago I didn't use them because of low computer specs and general freezes (windows 98) etc. But now...
Now I have discovered a little program that is really user friendly and have LOTS of options. It runs so smooth, it's like a friggin ninja. I guarantee it - you won't notice it AT ALL. Unfortunatelly I'm at work right now and I don't remember the name, but as soon as I get home I will edit this post with the name.
My desktop generally don't see the same wallpaper in more than 5 minutes at a time, but you can change it I think down to a seconds even. Of course hours/days/restarts/other events can trigger the change, too. It's all customizable as well.
It uses folders and it even has a friggin profiles option. I change my wallpapers according to my mood. It's damn great. I use it so much I wouldn't even know what is a "one wallpaper" anymore.
I know, I sound a little like some kind of commercial, but I like it sooooo much.
