the anarchy/democracy system is fundamentally flawed and discourages participation in the actual game. The ability to vote for the current state should be removed, and submitting any action (up, down, a, etc) should count as a vote for the current state instead.

That's heavily biased towards the current system. Could change the threshold, but it still feels weird because one side isn't actually voting for it.

It makes it more difficult to switch from one system to another, that's for sure! But I don't think people actively participating in the game should have their actions essentially act as a vote for the opposite system by omission.
