Downloading addons like oQueue and OpenRaid are the way to fix this issue. This addon lets you search for people raiding cross server looking for players to do raids like TOT and TOES and SoO as well. But for you searching for a TOT group will be pretty easy  With a 20% nerf as well most pugs won't fail either. | ||

I use oQueue and so do my friends, you get groups for EVERYTHING at anytime. For example today my mate who got given the wrong shift at work managed to get a flex 2 group from Shamans at 9am UK time (10am server time) on Monday. Pretty good  | ||

Due to WoW and it's fail attribute code or whatever they use to make the gear through your speciliaztion it justs isn't worth it. Get full 496, do the quests. Do the weekly world boss every week. Use the farming of the items to get tokens to get the 3 coins ever week (need 50 tokens to get 3 coins for bonus rolls on 5.4 bosses) then do LFR SoO and before you know it your sat with 520ilvl and you can do Flex part 1 and maybe 2 if you get nice group xD | ||
