I would rare candy one to 20 just to double check the stats at 20. Save before, then reset after finding out.
Then I suppose you can do EV training (vitamins) in def to get them equivalent, which you then use a reset bag after evolution.
at 20... it should be 20 evs per stat point I believe. I would just vitamin up what you need at 19. I don't think they will vary by a whole lot, so a handful of Irons should do the trick.

Try this out vs Trick Rotoms: Black Sludge Roserade.
He actually doesn't mind getting the Scarf they probably carry. And Rotom will get hurt by the Black Sludge.

Hmmm that's a neat idea. I've usually been switching into my assault vest donphan so they lose rest/WoW now that I'm not so shocked by it. It just wrecked me the first time I saw it and my poor blissey got scarfed. What type of set / role does roserade usually run? I love trying new pokemon! :D

Roserade @ Life Orb/Black Sludge Trait: Natural Cure EVs: 252 SAtk / 252 Spe / 4 HP Timid Nature - Leaf Storm/Energy Ball/Giga Drain - Sludge Bomb - Shadow Ball/Extrasensory/Hidden Power[Fire]/Hidden Power[Ice] - Sleep Powder/Rest
Leaf Storm off of 125 base SpA is going to hurt a lot. Sludge Bomb for poison STAB helps to deal with other grass types + fairies.
Ghost is a great attacking move this gen and is probably worth using as your 3rd attacking move. Extrasensory helps to deal with opposing poison types. Hidden Power Fire helps to deal with Ferrothorn, HP Ice helps with Gliscor and Landorus and dragons.
Natural Cure + Rest gives him a lot of longevity if you wanna go that route and he can actually hit pretty hard. While he can also put stuff to Sleep if you wanna go hyper offense instead.
If you wanna work with having Blissey for cleric, the guy also has Technician to work with. And with his base 125 SpA, he can abuse those 90 BP Hidden Powers more than anyone. If you are going Technician though, put Magical Leaf over Leaf Storm as it never misses and becomes 135 BP after the Technician buff and STAB.
Roserade also has a surprisingly healthy amount of status moves if you wanted to give it more of a utility role. Roserade has access to Spikes, Toxic Spikes, Sleep Powder, Stun Spore, Leech Seed.

Well I am trying to go for a perfect one so I guess I could give a male and female pair as well. I will likely leave myself on starting around 6PM EST today

Smeargle lead, smashpass to Nidoking. If I'm playing against a hazard lead or what not I can Magic Coat to even out the hazards game since I don't really set any of my own. With +2 Nidoking pretty much 1hko's everything aha. If that fails I still have four solid Pokemon to back me up.

Personally I prefer air balloon on Excadrill but I think that is personal preference rather than viability (and its not as if you can't swap in Rotom)
I've been playing more ubers than OU this gen so i'm not sure if I can comment on the others. Just make sure you have something to stop a scarf Ditto with your own shell smash boost 6-0ing you

rotom-w substitute -> volt switch volt switch lets rotom-w build momentum for your team consider thunderbolt -> pain split tbolt has its uses but pain split is really good with rotom-w's low hp pool consider 252 SDef / 252 HP / 4 SAtk Calm -> 252 HP / 252 Def / 4 SpA Bold defensive rotom checks a lot of relevant threats like talonflame, azumarill, and aegislash. SpD is ok too but imo not as good
trevenant why 136 Spe? you can outspeed wobb and skarm but that doesn't really accomplish anything. 76 outspeeds uninvested scizor/ttar and 84 outspeeds 8 Spe scizor consider shadow claw -> rock slide to deal with talonflame and volcarona
excadrill 252 Atk / 252 HP / 4 SDef -> 4 HP / 252 Atk / 252 Spe 252 Spe lets excadrill outspeed a lot of threats, most notably rotom-w and opposing excadrill. also adamant gyarados, swords scizor, smeargle, etc consider leftovers -> air balloon or life orb smashpass is a little gimmicky though; overall your team is pretty slow so if smash pass fails you're pretty screwed. for example talonflame and volcarona both sweep through your team pretty easily, especially since you don't have rocks

Yeah, either way works I think. I can try balloon for a bit, I've never really played it enough to get a good feel of it. Scarf Ditto can be handled by Rotom-W or Scizor depending on what move they lock in on. That's most likely going to be Ice Beam to take out my own Nidoking so I can switch to Rotom-W and Hydro Pump or if my Nidoking is low just let him die for the free switch.

It feels soooo good. After getting my perfect excadrill (still need to breed to get a make one though) I went on to Ampharos and that took like no time thanks to same egg group. I can't imagine what breeding must have been like before Knot. Btw, I have a shit ton of 4IV adament drilburs if anyone wants. I have no idea what I want, but could probably find use for anything. PM me if anyone wants, else I'm going to wonder trade them.

smeargle teams are generally weak since they are so predictable. I'd say smeargle becomes obsolete once you get to like... 1800-1900. Before that he is amazing though obviously, as are a lot of other gimmick pokemon.
