Civ sucks balls compared to rome because you dont have cinematic movie-like realtime battles. Battles in civ are just lame.
Also civ is kind of abstracted and arcady. That can be more fun sometimes because its more of a sandbox game while rome is more restricting. For example you can found new cities in civ and you have a lot of unusued space while in rome everything is already owned by someone and you can not found new settlements, only conquer other ones.

Mainly: 1. Rome 2 is a mess (getting patched often though) while Civ is actually an almost finished product. And admiteddly I haven't played much since release. I'm telling myself I'll wait until weekly patches stop having 200lines of stuff. 2. Civ is more of a management game with lots of features while Rome is more about battles and wars 3. Everything in Civ is turn based while Rome 2 uses a hybrid system where all the campaign management is turn based but when a battle happen it switches to a battle map and is in real time 4. Rome 2 tries to have some historical accuracy while Civ uses history only as a feature. The map in rome is Europe, settlement are fixed etc. There's not a lot of random elements in Rome 2. 5. While many thinks Civ AI sucks, it is still way better than Rome 2 AI (or any Total War AI for that matter). 6. Rome 2 is easy (until AI fixed... maybe).
So mainly, if you like real time grand battles and really like ancient Europe check Rome 2, it's its strengths but if you think of taking the game only for its campaign mode, think twice, Civ is just a better turn based game when it comes to managing stuff.

you play this for the real time battles, the civ-like features are just enough to give the battles meaning. In theory, when the AI isnt broken.

Civ (V) does not "suck" anything. The two franchises represent entirely different genres, and one's enjoyment of them depends on what the player is going for. I prefer TW because I like the historicity and epically-scaled battles. But Civ is fun in that it's an enormously glorified board game fine-tuned, well-balanced, and remarkably intuitive given its complexity.
Grant others their own. Civ has a lot of positive qualities that TW and Creative Assembly could serve to mooch off of.

Okay, I don't get it. My Roman general legionaries unit and a garrison legionaries unit just went apeshit and murdered 1300 Carthaginians between the two of them, which included 2 elephant generals and a bunch of hoplites and Iberian swordsman. I didn't do anything. I was just making a desperate last stand at a town square and ended up winning a battle that I had no business winning. Is there some weird, random bullshit unit bonus that kicks in every now and then?

Your units shouldn't rout as easily if you're on a victory point, if at all. If they held out for long enough, it's possible Carthage's troops chain-routed due to sustained fighting; I've an unproven theory that the longer an attacking force of units is in combat, the better the chance that they'll mass rout and flee. Like a defender's advantage. Again, this is not proved in my opinion, but I've seen a number of battles completely turn around because (usually) the attacker sits in prolonged combat, the defending units recover and pull ahead, and the attacker's morale starts diving. Are you sure you didn't micro even a little bit? Use General's abilities? Special formations?

Something similar happened to me a few hours ago. I'm pretty sure it happens because the AI rushes the flag and doesn't attack your units - it tries to run past/through them and gets slaughtered in the process. For me it was Libyan javelin men and hoplites who ran straight at my hastati.

It's so weird, sometimes i see things that are really promising, like almost human moves, but then again the AI is fucking up the basics. I think it can be repaired and brought to a good level, as long as CA keeps a reasonable Support Team alive, despite working heavily on Warhammer Total War and if they're keeping their promise to make this the most moddable TW game up to this day, which it certainly isn't yet.

on the battlemap, but i don't think that works actually unless it was a patch fix i've not noticed, since IIRC clicking on a unit to pick up the Siege Equipment will move it forward like normal but clicking to move it again will drop the equipment and then move the unit

i was able to move siege equipment that way from day one i believe. if i'm mistaken there, i am at least 100% sure it works like that now. oh and the new patch (third beta) did something weird to the game... the game goes way off bounds resolutionwise whenever you minimize it, so my roomie and me are only able to see the top right fraction of the screen... i guess it's in beta for a reason.
