When I use "68.169.157.175:25565" as the server IP, I can't reach the server when it's added onto my server list, let alone connect to it. Is 1.8.1 the right version?

From personal experience I don't think you're going to find a VPS that can handle 30+ without lag unless the system requirements of Minecraft have decreased tenfold. I was barely able to manage 50 players on my server with a $250/month dedicated server with 32GB RAM and two 3.2GHz quad core Xeons.
Sure, I was able to get over 150 players on my server at a time during stress testing with no lag... but the problem is lag tended to get worse progressively so after those 150 people were on for ten minutes it became unplayable. 50 players would last about two hours and the same thing. I worked closely with the Bukkit devs and the official Curse server and we all had the same issue. Again, things may have changed a lot but I would personally recommend nothing less than a dedicated server for what you're planning to do. VPS is going to cause you a lot of headaches (as it did me when I first started... had to upgrade mine three times before realizing it just wasn't going to work and upgraded to a dedi).
More on topic, I'll add this to my thread op when the world reset goes live so people can find the server easier. Looks like a lot of fun and I may pop in to try it out if I can find the time to do so.

Criticized the work of all the helpful spawn builders tonight, the safe zone area looks pretty great. If you're planning on participating in the faction wars you should be getting yourself pretty pumped!

Minecraft coding has come quite a way, most servers are easily running 30 players or more, on basic VPS's, and then there are hundreds of 20-40 player servers even now running on Home PCs. (like my own) Not to say you didn't have hardships though, don't take me wrong.
Also, your getting ripped off for that VPS imo. I currently own one that has 16gb ram (minecraft today with 20 people only used 2 gig) and a faster processor than that, and pay 60 a month. We can continue this convo via PM if you like, as it seems we both have experience in the field
