Sorry if this is a stupid question but here goes:
I recently came into some money (100e is a lot for a student like me), and I want to do what I wanted to do for a long time, and that is to buy an original copy of SSF4AE and actually play online on PC. Now with this I also wanted to buy an arcade stick (or fighting stick, not sure what is the correct name), but it's hard to find one in Serbia, so that will have wait.
What is the status of online PC ssf4ae scene? High population, low lag, friendly to complete beginners?

Not that high population but there's plenty of players. Lag is pretty low most of the time although there's geniuses who make it slow-motion. Mostly complete scrubs to begin with so a beginner should be fine.

I've been a Balrog main for the last year, but after a while I got kind of sick of how he has absolutely zero mixup potential and how straightforward his game is. I've recently been picking up Makoto, which feels like a much better fit for me in terms of being able to go in and just blow people up. I feel like I'm having problems with just going in though after having played a more conservative character, does anybody have any advice for the general mentality behind just going in?

Makoto cannot really go in safely. She usually has to sit at one place and allow the opponent to make mistakes so she can get in and then work to stay in. It's not really something you can explain in detail by writing it, I'll advice you to watch a bunch of pro makoto players videos to see how they play during the neutral game. It's usually through pokes buffered into hayate or via axekick pressure, but there's unique situations you just need to see with your own eyes.
And as always, check out the Rindoukan Bible, it's a golden mine. Not many characters have the luck to have such good information data base.

And when I click on it I get a list of games that's on sale, but not ssf4ae. 
The sale does seem to be going on for 4 days, maybe it's on some of the next 3.

It might be because you're in Europe 2. I know Steam has two distinct Europe market that don't get the same sales.
Anyhow, I personally bought a second account to go ranked with my alts and fuck around a bit. =]

congrats to Tokido. that was a really tough tournament, but he definitely deserves that capcom cup spot.
alioune also qualified this weekend btw.
xian, sako, haitani, chrisg, tokido and alioune make up 6/8 finalists thus far. the remaining two players must advance through the asian finals "super qualifier" tournament. the top 2 from the Korea, Singapore and Taiwan qualifiers will all compete for those final spots.
Capcom Cup definitely shaping up to be a great tournament. I would like to see Daigo there, but he has a lot of work ahead of him.

Are PC players more weak than Console players? I'm pushing 3500 PP on PC, but I can't seem to break 2500PP on Xbox. It's bizarre.

People have been playing fighting games on console ever since SF2 for SNES. Wheras the first legit SF game to be released for PC was SF4. It's more an issue of history than anything else.

Well personally I'm pretty bad at the game on PC (400-700 PP), and the only time I've played on console was when I was completely new and was going up against one of the best players in Sweden So I can't really compare, but I've seen some really skilled players so it's not that PC players are weaker.
And personally, I really like that more fighting games makes their way to PC. Hoping that the next Marvel will make it on PC as well.

Ignore ranked, find good players, play them :o). Same regardless of platform!

I've got no FG experience but i'm trying to learn Ken at the moment.
Unfortunately i'm resorting to the flowchart, what's next after learning the basics? At the moment I can literally zone a bit, play defensive, cross up (basic) but I can't really combo yet.

Practicing BnBs and finding good setups ( safejumps, ambiguous cross ups on knockdown ) would be a good thing to do at this point of your progression.
