Ryu is still a really good choice for a beginner.

For beginning players ryu is a good choice because he pretty simple, and you can just play a good solid game and get wins.
I honestly think that playing alot of different characters is better for getting your grasp of fighting games overall though, then eventually settling down on a main is best. Its all about fun in the end.

I still think balrog (boxer) and guile are 100% the best beginner characters, but some people hate charging. Downback all day and cr.fp when they jump (great anti air for both characters!).
I only bother saying that because I 100% sucked when trying to learn ryu at first and I hated it. Not knowing the right distances for fireballs and just getting jump combo'd all day made me super sadface.
Different people learn different ways though. Some players I've met can play half the cast competently, and then there's someone I've met who I'm pretty sure has only ever picked Guile his entire life. Whatever keeps the game fun for you.
Alternatively, if you really enjoy rock paper scissors instead of street fighter, you can always just play fuerte D:

That made me sad realizing it was true. Infested blew me up a while back using ryu as a rushdown character, and it has me convinced that it's more effective played that way instead of the traditional fireball zoning route.

So how does one go about starting to play, because I just got it for the xbox cause my friend told me to get it, but I can't find a good site for strategies and the basic shit. I think I've settled on Ibuki unless there's some reason not to. I don't have the gamepad thing yet but I might get it soon.

If your brand new to the game i suggest doing the trails and arcade mode just to get seated with the game and learn the inputs and when to use them. Alongside that training mode is really good to test out the bread and butter combos that people suggest. Then from their the xbox live is your oyster, you will be paired vs players your skill so just go for it! you will only get better by playing on-line.
As for character choice, Ibuki is a nice starting character, however her move set is a little unquie and most of her moves have a very specific purpose, for either frame traps or unblockables, but any character is good to start!

To help get started, here are some really good places to go:
http://shoryuken.com/ The closest thing Street Fighter has to a TeamLiquid.net. Best site for in depth discussion as well as support for players of all skill levels (for beginners, check out the "Newbie Saikyo Dojo" in the forums). You can also check the character specific forums for some good discussion on each character (Matchups, Strategies, Combos, etc). Check out "Tournaments and Events" for streams for the tons of tournaments you can check out.
http://www.eventhubs.com/ Another good site for fighting games. Shoryuken.com (SRK) has better discussion but eventhubs is better at posting news promptly an have some pretty useful articles to check out under SSF4 AE.

As for character choice, personally I am kinda iffy about Ibuki as a starting character. I just think she's one of the more advanced characters in the game and you may have more difficulty with her than with most characters (as far as learning the game fundamentals I mean). That being said, if you really enjoy the character and plan on sticking to her, by all means do so. No sense in playing a character you enjoy less .

ibuki is easy to play, hard to master. you will rage when you lose and not feel a thing when you win. i play ibuki. i know her ninja girl ways.

I don't think Ibuki is a bad character choice. I just think there are plenty of better characters to learn the game fundamentals with.
Some of the better beginner characters in my opinion, in no order: Ryu, Ken, Chun-li, Guile, Balrog (Boxer), Bison (Dictator), Sagat, & Fei Long.
I'm not very sure, but I would think Yun and Akuma also make good beginner characters.

i feel like you can learn to play the game with any character.... maybe hakan and el fuerte are the exceptions to that but really you can learn solid fundamentals with all the other characters.

True, any character in the game can be used to learn how to play the game with that specific character. However, the characters I listed above are better characters to have a more general understanding of the game rather than a character specific perspective. Although both are very important in Street Fighter, I believe the former to be more important for a beginner to learn.
For example, if a beginner were to choose Dhalsim, he will be able to learn a lot of the tactics and tools that make the character that is Dhalsim. But the problem he faces is that many of Dhalsim's tools are very specific to Dhalsim himself and maybe a couple other characters. The same can be said for characters such as Gen, Oni, Juri, Vega and so on.
On the other hand, if a beginner were to choose a character such as Ryu, learn the fundamentals of Ryu's game, he has more that can translate over to many characters in the cast. Ryu's Haduken is one of the better and most basic fireballs in the game. His Shoryuken is a staple antiair special and reversal. His list of normal moves are among the most basic in the game. Characters such as Chun-li and Ken can teach beginners the importance of footsies and poking. Guile and Balrog are very simple charge characters with excellent normals that help get beginners into the habit of blocking as well.

poor guy. if you like cammy you'd love her now, even though cammy players complain endessly she's still well within the top 10, still maintains her strong matchups over important high tier characters (akuma, ken, etc), just doesn't have meterless tkcs bullshit, which was dropped in favor of superior normals.
her s.mk and s.rh are really strong zoning tools right now, and they shaved a ton of frames off the rest of her normals

Wow thanks for all the help guys! I appreciate it. This is already starting of better than when I tried to play LoL, community of assholes. Honestly I picked Ibuki solely because I'm tired of playing average sized male characters and I hate looking at fat characters. So cammy, or chun-li were my other choices and I like Ibuki the most lmao
