Had to exchange half a dozen emails with steam support before they unbanned it. Minus the game I bought, of course (which wasn't 50% off any more at the time I could buy it again..).
Sure, it was a paypal issue and not a VPN one, but if you think that steam can't just ban your account (no matter what it's worth) just like that and get away with it, you're quite naive.

I'm not saying they can't, I'm not stupid... I'm just saying if they start to ban all users that have used vpn activation they'll have a lot of crap to deal with. And that's not even dealing with the other workarounds for people to get a hand on a game that's not available in their region. You might not believe it but Valve haven't gone evil just yet. And the whole buying games out of a country is a whole different issues so I'm not sure why you told me that anecdote (also you didn't get banned in the end).
Steams entire business model depends on people willing put a lot of value in games in what's basically is a giant DRM. What do you think will happen if people start to think they can get banned willy nilly and lose such content for one or a few missteps? Valve have an interest in maintaining their image as the premier pc platform and that would not do that. If they somehow manages to get a complete monopoly on the market I'd start to get worried.

Oh god.... they have an unreal deal pack on sale this weekend of the unreal franchise for only $13.59... + Show Spoiler +(unreal gold, unreal 2:the awakening, unreal tournament:goty edition, unreal tournament 2004 and unreal tournament 3 black. thankfully they had the sense to leave out 2003 in favor of 2004). I may have to pick this up even though I still have the discs for half of these games.

its just some publishers being too lazy to work for a certificate or something and just make a special german version. Its very annoying on steam since they dont even let me buy the UK version, which in a store would be no problem for 18+.
