Block is really handy as it dramatically reduces the damage you take when timed well, and is the quickest way to interrupt power attacks/dragon breath/spells.
I found that stamina was great as it lets you get in more blocks and power attacks, important for interrupting high level casters and dragons.
Also, Stamina means you can run for much longer and carry more stuff, which is really useful when you use heavy armour. So I'd say once you have "enough" hp, dump the rest in Stamina.
Keep a bow with you, as it's versatile and doesn't really cut into your other skills much. I agree with this. Basically:
1. Choose one of the following: Heavy Armor, Light Armor, Alteration, or possibly Sneak (if you're going to be an alchemist or enchanter or both). If you're heavily sneak specced (or will have access to Potions or equipment that fortifies it), no perk points need to be devoted to this step, thus I suggest wearing Light Armor and leaving it at that. Alteration can work with the LA or HA, but I'd bypass the unarmored perks and go for the magic resistance/atronach ones. I'm unsure whether or not the unarmored bonus works with Dragonhide, although it's not like it can get much better than it is otherwise. 2. Choose one of the following: Marksman, 1h + Destruction, Full Destruction, 1h + Block, 1h + 1h, 2h. If choosing one of the latter three options, you'll probably use Slow Time or Whirlwind Sprint shouts to close distance to your enemies. Marksman can be coupled with one of the other options until you get enough points for the Ranger perk and especially if you get Power Shot and Quick Shot, at which point you can consider your bow to also be your melee weapon. 3. Utility shit is completely optional and up to you. Sneak works best with either Marksman or 1h + 1h (usually daggers), and is also compatible with Illusion and is greatly bolstered by Enchanting and/or Alchemy. Crafting and other types of spellcasting not outlined above also fall into this category. Everyone will most likely level the Lockpicking skill, but the perks for it are somewhat dubious in utility. I only suggest Pickpocketing if you plan to complete the majority of the Thieves' Guild questline in Riften, otherwise you're probably better off putting filler points into Speech (if any).
And that's pretty much the rough flowchart on how to make viable builds. Some of course will be more viable than others and oftentimes bridge the gap between a fun build and pure minmaxing. You'll probably have to minmax a little to be competent in Master difficulty however if you take it to extremes even Master is too easy.

Actually the smithing perks only function as a big bonus to your smithing skill. If you take silly amounts of enchanting and alchemy you can still improve gear to Legendary status without a single perk bought in the Smithing Constellation.

How do I actually learn to use my new shouts? I have a ton of shouts greyed out and not usable, do I need to go to Greybeards and do their quests to learn this new shouts?
Also, asking this for maybe a millionth time but does nobody know if the stuff in Arch-Mage Quarters respawn?

On the shouts page there will be a list of things you can do on the bottom, like how to add it to your favorites list, etc. Looking down there, you'll also see what key to press to spend a soul on it to activate it. If you're playing on 360 or PC with a 360 controller, it's X, not sure what it is on keyboard or PS3.

When you kill dragons you get their souls (the amount you have is in the bottom right corner when in the shout section). You then spend a soul to unlock a shout (push R if using PC).
As for the Arch-Mage quarters, yes it respawns. Dunno how long. Wouldn't be suprised if it is 30days like mines though.

It took me also a long time to find that, and I discovered that you can bind your favorites after finishing the main quest

Dude I'm lv 42 and if TL didn't tell me I can hotkey items/spells to 1-9 from my favourite list I'd still be pausing during every battle.

In almost every way the UI is better than the previous games had, it's the things about it that aren't right that jump out at you. Morrowind's ui is absolutely maddening, you guys probably don't understand because you played it for the first time so long ago but believe me skyrim makes it look like an 80 button vcr for interface sophistication.

Until you hit the higher levels (~30-40) steel smithing > daedric smithing. You have to invest perks into dwarven->orc->ebony before you get daedric crafting. Because of how smithing upgrade works, the 4 points spent in to getting "daedric equipment" (which is only ~5 to 15% increase in stats: the higher your smithing skill the lower the increase) is better spent in other trees such as your weapon/armor tree or enchanting (a giant perk sink with 5/5 enchanting+3 points to get dual enchants).
I feel that alteration is somewhat of an off balanced tree. The protection spells cost way too much magicka and do not last long enough. If you are wearing pure cloth: even with mage armor the protection spells wouldn't be enough to save you from real damage. 30% Magic Resist is nice but it is quite expensive for 3 points (if you equip yourself properly when fighting mages you shouldn't have a problem with magic. 40% resist pots can be bought vs dragon priests).
Things take a huge turn as you hit masters and gain the 80% reduction spell (which is equal to max physical reduction via armor: but at the same time all your previous investment into mage armor become "lost perks").
Skyrim has very fun physics, would be even better if telekinesis can be used to throw enemies around, or simply throw a heavy object at your enemy.

The longer you go without blood the more your vampire side comes out, you'll get all kinds of powers but people will get more and more freaked out by you. You will eventually need to feed on someone to regain your human appearance so people don't attack you on sight but until you decide to cure yourself you might as well try it out for a bit.

in the intro you get told how to bind things to favourites, and if you just open your eyes you see that you can unlock shouts with dragon souls using R, I don't understand how you guys manage to mess that up and then blame the UI for it. All it takes is a few extra seconds, if you are not willing to spend those you probably bought the wrong game..

I just played my first character, mage with heavy armor, doing mostly good quests bad evil things too.
It was fun but now I tried to emphasis the RPG aspect of the game, that is a ton more fun 
Currently I am playing a mage that somwhat is a young version of Gandalf, good at magic obviously but also very good at speech, enchanting and alchemy, trying to spare lifes wherever possible, only clothes, nor armor. Not interested in profit but rather helping people, not doing the main quest for a long time since I want Mankind to deal with that them selves, only helping once I see they cannot deal with the task. I use a Sword since I imagine Gandalf got his Wand from the Order, that does not even exist right now. I only level Magic (destruction the least/latest), Speech, Enchant and Alchemy. This way at the End I will have Mastered all the magic Stuff + Speech and no sneaking/Combat. Which overall fits my idea.

OMG Thank you SO much!!! I'm level 25 and had absolutely no idea about that... And I would probably never have guessed without someone asking the question... That's so important in the game, why is that written like nowhere?
Anyway, cannot wait for tonight after work to try my new shouts
