So far it doesn't seem like you'll be rolling the dice in gamebreaking stuff. Stats won't be as important in this game as in other RPGs just because it's:
-way more skillbased with all the active dodge/positioning/aiming.
-you don't seem to go around one-shotting stuff.
Plus, in serious PvP you will all have a preset gear that extra random stats won't give as serious of an edge as having a better set than your enemy. The PvP system is a lot less RNG-ish than let's say WoW, where even the dodge/resist is based on a percentage yet it is considered an e-sport.

Some things will be RNG, but, other than crit, all the core parts seem to be player-controlled.

With that said, I won't call it broken nor perfect until I've tried it.

Actually all characters are made the same its just that when you enter the Mists (PvP areas) you gain access to all skills/max equipment/traits.
Gw2 wiki
A character used to enter structured PvP will retain race and profession. The character will be given a fixed maximum level, and all skills and items will be available without the need to unlock them first. Player statistics will be tracked and used to generate a player ranking.

I was mistaken then, I figured they were following the idea of being able to create a true and dedicated pvp character if you didn't want to touch PvE.

Hopefully they release more info on that soon.

See my response to your post. Characters will have the option to go to pvp at any time and act the same way that pvp dedicated characters will

What NoobieOne said, you get geared with a special set as you join the arena, so everyone has the same stat equivalent. And if you're not max level yet, you get bumped to it and unlock all the abilities.

Content-scaling is supposed to be pretty huge in GW2. Higher level characters when visiting lower level areas get their stats reduced so that they can a) help out friends while still presenting somewhat of a challenge and b) prevent high level characters from griefing low level areas. The same will happen in PvP, yeah.

Only if youre talking about wvwvw. The instanced based 5v5 pvp will be pvp characters for sure. Or maybe some form of forcing your pve char to be the same as everyone else. Instanced pvp(gvg) will be completely different from the world pve/pvp aspect.

Yea well for wvwvw you will have your pve equipment & skills etc - only for the competitive pvp (5v5 random/preset) all the characters will be set to the same level, all traits and skills unlocked as well as standardized equipment.
But it will be still the same character - there is no more distinction between pve and pvp characters like in gw1.
