I would say chest armor is. Must upgrade, u are wearing something I would prolly vendor. For a wizard u should have 150 intelligence 75 vitality and 50+ all resistance as the jumping off point

I feel like I'm getting trolled by the game..
Get a bunch of legendaries at the start of 1.04, then go 5+ paragon levels without a green/brown item.
Encounter 4 reflect damage elites in a row.
Want The Witching Hour, get Angel Hair Braid instead, and TWO mediocre set belts that I can't use..
Want Zunimassa's Trail, get a legendary boots instead. And it's a crap-rolled Fire Walkers -_-

I've gotten one since the new patch, fucking shitty ass nail biter.... before people bring it up I do have some have MF, around 100% without Valor. Been running mostly A3 with some A1 runs too. Blizzard be trollin me hard, got 6 rare items in a row lvl 54 or lower in A3 -.-

Pfft im at paragon level 10 and i've found three legendaries, all under level 60 to boot.

Well, I did like 8 Whimsy runs and cleared A3 another 5 times, and no legendary. That was with swapping ~80% MF (helm + amulet). Then I got pissed and got an entire MF set (follower included), and legendary dropped on my first run -_-
I should have done that earlier.

In my opinion: Lose the shield and get a source off hand Maybe another helmet with socket (+%life gem) I suppose you can also get nicer shoulders with more Int on them Get a new 1h weapon with socket (+crit dmg % gem), you can get 850-950 dps weapons already quite cheap (2-4 mil)
Those would be probably the first things where I'd want to improve

Anybody knows how "adds X% to X-element damage" works? If its lightning, and a weapon has lightning dmg and a modifier of say 10% increase in lightningskill damage, does that effectively mean a 10% dps increase on the weapon so to say? Since all attacks=lightning attacks with a lightning weapon. Anyone that can clarify?

1: Lightning skills deal x% more damage. (eg. on Tal Rasha's set bonus) 2: Adds x% to lightning damage. (eg. on Triumvirate)
1 works exactly as described: if you are using a skill which does lightning damage (eg. electrocute), it does x% more damage. If you're using a skill which does fire damage for example, it deals 0 additional damage. If you're using a weapon that has + lightning damage, then I'm not too sure about it. My guess is that it gives bonus damage on the component that's lightning; if your weapon deals 200 normal damage and 200 lightning damage, +x% damage applies to half of your damage output.
2 works on every skill. Even if you're using a lightning or a poison skill, it adds x% more damage on top of whatever damage you're doing. Legendaries with this affix (Inna's belt, Zuni's boots) are so coveted for this reason. And why Triumvirate is so ridiculously OP. A good rolled one adds +18% damage, even more than the glass cannon passive.
