This is 100% factual information. He pretty much has a built in Galio ult (minus the AoE damage) because he's hung (if you catch my drift).

Ok was doing some IP farming and decided to get a full AS rune page.
Then wondered, how fast could I down the dragon and hit lvl 6.
6:27m (forgot to take screen, can do it again)
I might actually run this setup in a few unranked games :p
