You can play all the games you want, if you aren't breaking 60%(give or take your matchups making up the rating you could get away with 55ish, or need 65) you are staying put in rating. There are people at 1200 with 600 ranked games played. Anyone who ever touches #1 in an Elo based ladder is at least pretty fucking good, it's literally impossible to get there without being consistently better than the people you play with. The ONLY way around this is if you are on a ladder where the best players only queue at a certain time and you can avoid that(popular in WoW arena at the end of seasons), and in that case you better not lose a game to the horribly rated people you are playing or you tank 10 games worth of rating.

Just because you're able to carry, and a set of RNG games can bring you up there. But then it's not indicative of how good you actually are. Good rating systems account for this extraordinarily well. Luckily, Riot chose the worst known rating system for LoL.

I'm more making an addendum to it, that if you are able to mass game and RNG a bit to the #1 spot, you're obviously at the very least 'decent.' You have to be in position for a little win streak to pilot you to #1 rating, which means you have to be within decent striking distance of it. I'm not(and didn't come close to implying) saying that if you hit #1 you're the best, but you're probably very much solidified in the top500, probably more like top100(and this is in a team game, on a 1v1 ladder it would be more like top 20-25).
