Level doesn't matter, win count doesn't matter, but Riot decided there was enough reason (~3%) to shut down non-level 30s.

I just played with HeavOnEarth(EzPz) until the mid-late 1400s... playing with 5HIT was fine raising me from late 1400s to low 1500s, too. Just find someone even competent and if you can carry or something you can easily get up :o
Edit: Actually with EzPz I got into the mid 1500s.

Beating a dead horse, but at 1450 I played Tryndamere with caster runes (magic pen/mana regen/mana regen), caster masteries, and clarity/revive, and still managed to prop up a positive k/d record while half of my team epic failed. Masteries and runes help, but don't trump just being better. The real problem with sub 30s is that the majority of them suck, one way (or a few!) or other. They just don't realize it.
This is obviously not an all-encompassing thing. Of the 40% win rate exhibited by sub-30s I'd imagine most of the winning is concentrated on a few. I had a level 27 Sivir two nights ago with 1450 rating who had no idea what Shen did, but he did fine. However this means the 40% win rate is further biased - take out the good few and you end up with dreadful win rates for the vast, vast majority of sub-30s.
Edit: Anyways my main point goes back to what I posted before. According to Zileas RadJacob's nonranked Elo was around 2150 at the start of season 1. I assumed based on that I was in the 2200s, if not the 2300s. To no real surprise, aside from a bad night, I've rather seamlessly floated toward the upper echelon of the ladder. And this is during a volatile period where you're decisively affected by "luck of the draw" at middling-high elos, because one win or loss vaults you several hundred ranks easily. As the ladder settles down, people who hit level 30 in nonrank should easily, EASILY float to their "supposed level" when they do become eligible for ladder. If you can't reach where you'd estimated you were when the ladder settles down, it just means you're clearly not as good as you thought you were.

E first, kill golem at lvl 1. you have a passive 10% lifesteal so it's npnp. Start with chainmail and pots. Then you just E every camp and spam Q to lasthit, super easy and you stay at full hp because of lifesteal working with siphon.

Did they implement an elo cap? AFAIK elo systems aren't supposed to have caps, thus elo peaks constantly rising in SC and the overall average elo creeping upward in chess.
It wouldn't surprise me to see the jiji/grandjudge level of players in the 2600 range to be honest, assuming the lack of a cap.

this is why im was just waiting it out to play ranked. cause nothing pisses me off more than having really unbalanced teams. even if you have all the good players its kinda boring.

Well, I just played my first ranked game and 2 of my teammates left before the 10 minute mark after feeding their lane horribly. 
Played my second ranked game and won an amazing, epic ~1 hour game whit Rammus. Really good back and forth action.

oh my god last night i had a game with the most HILARIOUS karthus you've ever seen. he didn't want mid, so i went soraka to lane with him. i figured unlimited mana = unlimited harass right?
nah. he used lay waste to last hit, never once hitting the opposing champs. granted it was a tough lane (morgana blitzcrank) but it would have been a lot less so if he wasn't letting them play so aggressively.
so we enter mid-game, i leave the lane and start helping the other dudes on my team, karthus just stays in that lane. THE WHOLE GAME. he never once left top lane. "4 push i push 1" he would always say. if they were coming to gank him he'd hide in a bush or go back to base, then immediately continue his pushing. lategame when they were pushing with 5 real hard, he'd STAY TOP. if they were pushing top, he'd hide til they pushed past him, then just push behind them.
finally it gets to the point where they're clearly gearing up for their last push. they all disappear (he goes into hiding in top bushes), the rest of us gather mid. they pop back into mid lane with baron, start pushing it hard with all 5. he continues his solo push top. we hold them at the tower for like a whole minute before they just dominate the 4 of us, and kill our inhib. meanwhile he gets their inhib down and immediately dies when they send 1 person back to kill him. the other 4 push our nexus GG
in a 45+ minute game, he was 2-3-1. he was involved in 6 kills in a 45 minute time period, and his 3 deaths were all from morgana/blitz in lane. 234 creep kills, about 100 more than anyone else, with great items, and refused to join in team fights. the whole game we were saying "WE NEED YOUR HELP IN TEAMFIGHTS PLEASE KARTHUS" which always just got "you push 4 i push 1"
and after the game he raged at us for "you lose 4v4 with tower??? noobs! fu,ck noob!" i couldn't stop laughing.
