Champions frequently go on sale for RP but not IP, the IP costs never change.
Some champions are just really cheap as far as ip is concerned (I think Ashe, Yi, and Nunu are the ones in the 450 category) but I'm pretty sure there wont be any new champions at that price anytime soon.

The only Store prices that change, ever, are the Riot Point cost for buying things that are on sale (usually champions and skins), as far as I can tell.
IP costs for Champions and Runes vary pretty wildly between different champions and runes, but do not vary at all over time. Riot Games prices their champions according to their difficulty and learning curve; harder to play champions who rely more on skill shots tend to be more expensive. The cheapest champions cost 450 IP, then others cost 1350 IP, then others at 3150 IP and 6300 IP. As far as runes, tier 1 runes tend to cost about 5% as much as tier 3 runes, and provide 56% of their benefit- but even among tier 1 and tier 3 runes there are price discrepancies: A tier 1 mark/seal/glyph can cost anywhere between 15 IP and 60 IP depending on the particular rune, while a tier 3 mark/seal/glyph will cost 205, 410 or 820 IP, and tier 3 quintessences can cost up to 2000 IP.
If your summoner is still levelling up, I recommend filling any rune slots you may have with tier 1 runes until you can upgrade them to tier 3 runes later on- they are so much cheaper than tier 3 runes that they're a worthwhile investment.

Hi, new player here! I just downloaded the game and played the tutorial and a practice game between bots, haha. I also read over most of the FAQs on LoL's New Players forum section, but I still don't quite get what I'm doing when playing. I mean, I know what the items do and all that, but I have no idea how to use Champions D:

GTR good call on buying ashe, she's so solid and cheap. I dabble with the other heroes but she's my mainstay.
I really think they should scrap the whole rune system and just have 1 set of runes and let you buy them at any time. I mean if I'm level 20 (which I was at one point) and playing level 21+ (sometimes even 30's) Why should I be handicapped so much. I'm already handicapped in terms of total rune slots and masteries, why should I have to stock up 10k IP so when I hit 21 I can finally get the runes I want.
It's a minor gripe but I find it irritating.

Ok so I've heard Jax is the melee DPS guy. But I've been playing Poppy a bit, going berserker boots, tiamat, stark's, phantom dancer, malady / phantom dancer / infinity edge. I've had a couple rough games, but for the most part I've been owning it up. Like, carrying the team in 3 games. If I throw out a 4v5 where I went 1-9-6, my total stats are 78-32-46. But how does Poppy do at higher levels? Am I gonna get shut down? There have been some champs I've had trouble against, but I feel like I'm pretty badass in team fights when I have +movement items, use my W and R, and kill whatever squishy person I want. But I do feel like I'm playing against a lot of people who don't know how to play against Poppy

it was run by GOA until 2 weeks or so ago and yes, GOA has always had awful service but now its also run from riot, patches seem to go up 1 day after us

Poppy is more of a single target nuker/initiator focus fire hero rather than a dps. She's still rather strong at higher levels because of her single target burst and the inability to die, just that there are better champions to synergise a team with than her. People mostly use her on Twisted Treeline cause thats where she rapes. For jax you need a pretty good team to help you set up kills/farm but a good jax is pretty much unstoppable. I would recommend using jax more often though.
Edit: Another problem with poppy is that she has a very hard time farming creeps, so if she has very few kills/assists she can be shut down pretty easily by a competent team.

Tiamat really gimps poppy's damage potential though. I think AP poppy is the way to go with catalyst first for survivability and build into rod of ages/banshees. A sheen after the catalyst improves her devastating blow damage. A rylai's scepter after that is a must for the imba slow as poppy is an amazing chaser. Lastly upgrade your sheen to a lichbane. Jax should lane with a stunner or a supporting hero. Examples of such heroes are annie/janna/soraka/pantheon/shen basically any hero that can pressure the lane and help jax to survive the laning phase.

I downloaded this game a week ago with the intention of playing it to fill my starcraft II time once the beta goes down for maintenance. So far it's pretty fun but I have no idea how to win (which I guess comes with experience).
This is just a minor question: Is there a way to play a ladder game with your friend on the same team without playing arranged teams? I know you can do that for SCII in 4v4 random but I don't see how to do it in LOL.

There are some champions that don't farm well, period. Poppy is one of them. However, she's great at sniping champions in a team fight thanks to her ulti. Never get Tiamat, it's by far the worst item in the game. It has crap stats and even if you get it for farming purposes, the cleave radius is still pretty awful. I'd get a Sunfire over a Tiamat any day if farming is your goal. Poppy needs a Sheen to really shine though. Triforce and Stark's are great on her.
There's no real lane partners in LoL. I mean Janna boosts Jax the most during the lane phase but technically, any other champion should suffice. I would avoid putting two melee together in the same lane but it can still work.

Your question is a little confusing...
There are two settings in LoL right now: Normal and Practice. Practice can be reached via "Play => Practice Game" then join or host a game. Normal (which is the "ladder" we have atm) can be accessed via "Play => Normal Game" for solo queue (meaning you play by yourself and get randomly assigned 4 other teammates) or "Play => Arranged Game" for a premade team. You can have 2, 3, 4, or up to 5 players in a premade team. Whatever gaps in your team will be filled by matchmaking and public players fill the rest of your roster.

If everyone on your team is minding their own business during team fights, you'll just get focused down and killed. In particular, you need:
a) A tank who will initiate for you. It seems like a no-brainer, but if everyone else is ranged DPS or you have a bad tank who likes to go jungling or to hang back when it's time to initiate, then you'll never be able to engage the enemy on favorable terms.
b) A healer (or more than one) who will take care of champions who are in trouble. Soraka has the most burst healing, Janna's ult can be a lifesaver, both Ezreal and Nidalee can help tide you over through the enemies' damage, and Zilean can make sure the initial enemy burst doesn't kill you for good. Kayle's ult on Jax probably feels orgasmic, but I've never been in that situation :p
Champions with crowd control will also help you out. Janna's tornado, a good Shen who can taunt several champions, Amumu's ult, Cho'gath or Alistar knocking enemies airborne, etc. can all be a big help.
For the most part, I don't bother playing Jax while solo queueing anymore because I never, ever get support. Jax is easier to support than other DPS champions because he's pretty durable, even when you buy lots of damage items because that also gives him bonus health thanks to his passive- he makes for a pretty solid, rounded killing machine.
