Can this be aplied to Xin Zhao, BR vs Bruta + LW? Would you prefer BR because you diversify the damage?

The debuff from Malady is why you get it, though it is far less important then GRB. From my experimentations, it is better to go GRB -> Malady over GRB -> Nashors unless you need the CDR for something.
No the extra magic damage is not given to the splash targets but that isn't the point of the item on her. It is cheaper then nashors while providing comparable attack speed and ability power and the MR shredding makes your E hit the primary target harder and is good when combined with her Q. All of that said however, she still deals more physical damage over the course of a game then magical.

It's not about maximum damage output, it's about making it so your opponents have to stack armor and MR to mitigate your damage instead of just MR. At least that's how I view it.

I'm not an expert on Xin but I generally build ghostblade and then almost straight tanky items making him as beefy as possible. In teamfights he's mostly good for his R and knockup + slow from charge. However, I'll let a more experienced Xin comment on it.

LoL isn't a 1v1. If the rest of your team is dealing mostly physical damage, it's best for you to deal mostly magical damage. Depends on team comp, can't really say one is better than the other.

I am running: Mpen marks, HP/level Selas and AP/L Glyphs with 2 Mpen Quints and 1 Mspeed. Not the best maybe, but it works perfectly for me

i've seen 2 successful vlad builds
1 goes movespeed quints and masteries and boots first. mres blues and armor yellows, mpen reds. your goal is to be fast enough that you can zip in, Q them, and zip out without taking damage. last hit with auto attack, harass with Q, go QWQEQRQEQ
2 goes hp quints, defensive masteries, same blues yellows reds, doran's shield first. your goal this way is to be just too beefy for anyone to 1v1 you in mid. in a straight up fight you'll win because of lifesteal from Q and the fact that you have 810+ hp at level 1. you can zone some people and just outlast others

All this flash discussion has made me consider it from an "outside" perspective. If Flash had never existed and they just added it in today, what would we think of it?
In some situations it gives you Pantheon's passive, the ability to block effectively 2 tower hits for a dive. In other situations it gives you Cleanse+Ghost in the same instant. Still in other situations, it allows you to do utterly ridiculous things like escape from a 5-man team when someone was already stuck on you with CC.
It makes ganking mid practically impossible. Makes ganking top really not very worth it and makes ganking bottom very unpredictable. It limits the power of the jungler by a lot and changes their role a lot as well. A jungler that is strong at ganking but weak (by comparison) at a 4v4 at dragon is less desirable. With Flash in the game, roaming gankers are much weaker since their only certain contribution will be to make someone extinguish their Flash.
In terms of teamfights, it allows people to get Kassadin's ultimate, baiting an enemy into the danger zone and repositioning behind a wall or ledge where you can poke to your heart's desire.
Just using it as Ezreal's E is probably the least offensive (and weakest) way to use it.
