(not really) Devastating Blow (Q) lets you "farm really well" if the other team lets you sit amongst their minions because it's friggen hard to not kill the minion with it. Your lane partner needs to be someone who is good at harassing your opponents so they can stay off of you and let you last hit (sona lux ashe etc) or someone who can help protect you in some way (taric soraka janna etc) or better yet, someone who can just scare the fucking hell out of the enemy team if they get close (sion taric, anyone with a stun) which enables you to position yourself to punt them into a wall and rape them - this fear will usually keep them at a distance unless they have decent range advantage or grass control. Poppy is really great to have in the jungle because its basically impossible to not get her stun off (note: not jungling, but forcing fights in the jungle) though you can have some hilarious mishaps where you push someone through the wall. | ||

The difficulty of the game factors into how well those skill levels are differentiated--a game that is more difficult is more likely to differentiate skill levels, whereas an easy game is less likely to have skill-dependent outcomes, and more likely to have results based on other factors (e.g. luck). Incidentally, both are relevant to this discussion, as you might say LoL is less skill-dependent than DotA, but there are less good LoL players as well. AFAIK, "rewarding skill" as a property of the game generally refers to the fact that a difficult game rewards skill by reducing the likelihood that a less-skilled player can beat a more-skilled player. | ||

My skilling order is EQWQQR R>Q>W>E the reason is extra levels in W gives you more movespeed which helps you get to your target asap whereas extra levels in E only gives you some damage, but the skill scales better off AP then levels so it's not too huge. | ||

Regardless the IE + LW build is "superior" because it diversifies your damage over different types, making you harder to gear against while the BR + Malady is almost exclusively magic damage. IMO BR + BC is "better" as far as damage output goes but it's expensive and lacks attack speed so I generally avoid it unless I get fed early or my opponents are bad. | ||
