So with that information, what's important and not important?
Its ability and higher Atk makes me think physical moves would be good for applying burns.

Azumarill has solid defences and good health. Like a bulky water. What it lacks in offense is made up for by Huge Power, which doubles its Attack stat. Meaning its attack can rival any other OU. And even if it doesn't, its Attack is still high enough to warrant being bumped to OU. It sadly lacks a second STAB for coverage, and has pretty low Speed.
Also, it can learn Aqua Jet. And Base Power is not the same as doubling the Attack stat.
@lazy, Generation V has very annoying evolutions. Larvesta has decent Attack, but its evolution, Volcarona, has a ridiculous Special Attack. Meaning you'll eventually want Special moves on the Larvesta. You see this as well on Deino into Hydreigon. Deino has higher Attack than Special Attack, but its final form has higher Special Attack than Attack.
Your best bet is to find a IV calculator, if you've kept track of your EVs that is. If you haven't, then you probably need to reset them to find its IVs. The best nature for Volcarona is Modest or Rash. Mild decreases its already low Defense stat.

I just got Volcarona and its SpA is so much higher now.
What do I need to do to keep track of EVs? How do I reset them?
it sounds like I should leave my Volcarona with my Ditto at the daycare until I get a better nature. What do I do about IVs, though? like, when are its stats okay and when should I try again?

It doesn't really matter unless you go competitive. Like, hardcore competitive.
I believe there are programs to keep track of EVs, but the best way is usually a piece of paper. You can only keep track of them starting from 0 though. If you want to reset, you'll have to wait for Dream World to transfer the right Berries over. Meaning you should really never make any mistakes EV training unless you want to reset. Yeah, Generation V screwed us over.

Here's yours and everyone's go-to guide for EV training in Gen V. IVs go for 31 all minus the attacking stat you won't use and unless you need a specific Hidden Power. Volcarona will want all 31 IVs, or as close as possible, and any IV for its Attack, since you don't use it at all. Special cases like Trick Room teams will want 0 Speed IVs. There are a few more special cases, but that should cover it.

luckily it doesnt matter either way, only fucks up the cartridges of the people that used the cheats. As far as my cartridge is concerned, my shiny latios is legit lol

Breeding should usually be done in this order. Egg Moves -> Nature -> IVs -> EVs -> Level 100
Rule of thumb: if a Pokemon gains experience, it gains EVs as well.
Battle Subway and Player WiFi Battles do not give experience, and therefore have no effect on EVs.
You don't gain experience through Rare Candies or the Daycare either. You gain levels. That's why when you use a Rare Candy or the Daycare, the Pokemon is always at 0% experience to the next level.
Every other battle in the game will give EVs, including Elite 4, random encounters, Trainer Battles, Gym Leaders and Boss Battles.
This also means Exp. Share will share the EVs. Both the Pokemon battling and the Pokemon receiving the Experience will get the same number of EVs. The EVs are not split. If the Pokemon normally gives 2 Speed EVs, both Pokemon will receive 2 Speed EVs. If the whole team has Exp. Share, they will all receive 2 Speed EVs.

it does not gain any EVs.you gain EVs in any normal battle i.e anything that is not battle subway/wifi battles etc.
trainers and gymleaders and E4 are counted towards EVs.

Also, Victini (3 HP) can be rebattled infinitely as long as you do not catch it.
Atk Route 1 - Lillipup (50%, 1 Atk) and Patrat (50%, 1 Atk) Dragonspiral Tower 2F - Golett (100%, 1 Atk) Dragonspiral Tower 1F - Golett (50%, 1 Atk), Druddigon (30%, 2 Atk), Mienfoo (20%, 1 Atk) Outside of Dragonspiral Tower, Double Grass - Tranquill (30%, 2 Atk), Sawsbuck (30%, 2 Atk), Mienfoo (30%, 1 Atk), Druddigon (10%, 2 Atk)
A couple of notes need to be made here. - At the moment, I am unsure whether Druddigon gives 2 or 3 Atk EVs. I've listed it as 2 for now. - During Winter, the Double Grass location changes up. Druddigon is replaced by Beartic (10%, 2 Atk), which is great, but Tranquill is replaced by Vanillish (30%, 2 SpAtk).
Which of these locations is the best is up to you, assuming the Druddigon "mystery" is solved. If you don't mind keeping track exactly how many EVs you got, Dragonspiral 1F or outside Dragonspiral is the place for you. Outside gives the most EVs at in a short time, especially if you can OHKO two enemies at a time. If you'd rather keep it simple, Dragonspiral 2F or Route 1 are where it's at.
Def Wellspring Cave - Roggengola (50%, 1 Def) Pinwheel Forest - Venipede (15%, 1 Def) and Sewaddle (35%, 1 Def) Pinwheel Forest Double Grass - Whirlipede (15%, 2 Def) and Swadloon (35%, 2 Def) Chargestone Cave - Klink (29%, 1 Def), Ferroseed (20%, 1 Def), Boldore (10%, 1 Atk, 1 Def)
None of these guarantee a Def encounter. Wellspring Cave also has 50% Woobat, Pinwheel has Cottonee/Petilil (35%) and Pidove (15%), Pinwheel Double has Cottonee/Petilil (35%) and Tranquil (15%), and Chargestone Cave has Joltik (36-39%) and Tynamo (2-8%), depending which floor you're on. Note that Boldore gives 1 Atk in addition to 1 Def!
SpAtk Celestial Tower - Litwick (100%, 1 SpAtk) You can go to higher floors if you want, those have Elgyem (15%) which also give 1 SpAtk. There's a Nurse on 3F, which is convenient.
SpDef Surf in Driftveil City - Frillish (100%, 1 SpDef)
Speed Surf on Route 3 - Basculin (100%, 2 Speed) You can Surf in a lot of places for 100% Basculin, but this is an example of a place where you don't have to go through tall grass or anything to get to a surfing spot when coming from a close Poké Center.

IVs are Randomly assigned to pokemon to start with, the pokemon you get has an inherent 0-31 stat on all given stats. Through breeding you can eventually make an almost perfect IV pokemon with all 31s through very extensive breeding
IVs are not nearly as important as EVs so if you dont want to go through the hassle, just EV train.

In gen IV, the only place where they really check(everything) was when you put a video battle on the gts ^^
