It's not a bug, it's just an annoying way of doing things. The game is loading in the background and you can skip the rest of the intro after it's loaded, there's just no bar visible. Apparently a static screen with a loading bar is preferable to most people, even though it's functionally the same. | ||

Overall it just changes the research and Kulture speed ( takes doubles as normal) Whille leaving units at 100% produktion cost (wich is the setting for Standart game speed) So if you have a long game Units are longer up to date and easy to produce. While Buildings and Improvements for fields takes much longer. As well as the grow of citys and building of settlers.
