Ashe would be tier 1 if not for cleanse. Enchanted crystal arrow is fairly predictable unless it's shot across the map, where it can miss. It's still great for forcing teamfights in favorable spots, though. Blue buff + ghostblade + brutalizer brings her arrow down to a ridiculous 45 second cooldown, and makes her team virtually unassailable from the front due to her non-stop volley spam. She's definitely a solid tier 2 for her power to gank and initiate fights. I find volley and ghost to be quite sufficient most of the time as escaping mechanism, particularly if you can secure constant golem buffs.

Ashe is very clearly tier 3 for me, along with Trist and other such DPS (she's not DPS though).
She's slow, loses to most heroes solo mid, and has similar problems as Mordekaiser in a lane (helps starve her teammate); she needs incredible amounts of farm to do her job but it can be difficult to get that farm when you're forced to run around the map against heroes with superior mobility and ganking power. As has been mentioned, Cleanse, which is prevalent on most heroes now, ruins 3/4 of her use.
She has a great initiation skill (ECA) and a great anti-initiation skill (Volley). And if the other team has no jumper (increasingly unlikely) she'll dominate.

It does, only same items do not stack. though i am unsure if it stacks 15% + 10% = 25 or if its like movement speed

Um.
First of all, when you turn Brutalizer into Ghostblade, you simply upgrade the 10% to a 15% cooldown. So you get 15% total cooldown.
Second of all, unique passives from the same branch don't stack, so if you get a Brutalizer AND a Ghostblade you still only get the 15%. This is obviously not only part of the point of unique items, but is also to prevent gayness such as stacking Trinity Force + Lichbane + Sheen.

Hmm, my basis for thinking they do stack is that I've seen hotshotGG use both ghostblade and brutalizer on his nidalee, and I assume the main reason for doing that is because the cooldown stacks.

A long, long time ago, when we first had a discussion about armor/mr reduc/%/flat I found a big item FAQ on the LoL forums, and it touched upon unique passives for items from the same branch not stacking.
Unfortunately I can't find the thread no mo!
But Tooplark seemed to have tested it, so thanky.
HazMat: I don't remember what his first item is, but Turkey stacks Sunfire Capes. I usually just do Aegis and then Sunfire stacking, myself.
On a completely unrelated note, my graphics card died, and so I am a sad panda until next week.

I have absolutely no idea why Hotshot would have tried to stack GB and Brut, though. Maybe he just doesn't know and never tested whether they stack or not? :x

MOGWAI'S GUIDE ON PLAYING SHEN!
Summoner Spells When summoner skills come up, close your eyes, move the mouse around really fast and burst clicks for like, 10 seconds. This should give you 2 random spells, which is good because they all work really well for you (except for clarity, you probably shouldn't run that one). or just take ignite and flash/ghost, whatever really. I've done a lot of both, and they both seem like strong options, so it's just preference.
Masteries & Runes 9/21/0 with magic pen mastery (for ki strike) armor pen marks(or w/e, your marks don't really matter, lol), dodge seals, flat CD glyphs, HP quints
Skills Q, W, Q, E, E, R, then R > E > W > Q (feel free to adjust this as they start actually being able to hurt your feelings through a feint or if you need taunt before feint. The idea is that you keep leveling feint to keep up with their DPSers damage, but really, you can do whatever you want with your skills cause they're all really fucking good)
Items Start with Doran's Sheild and health pot, they probably can't kill you anyway, but might as well be safe and no starting items build into sunfire cape so shield makes sense. Build Merc Treads Stack Sunfire capes
Hao2Plai use your level 2 Q to give your teammate and yourself massive lane staying power (only last hit with it when you're both sitting comfy on health, the main reason to get it is to keep your lane at max health at all times, this (last hitting when one or both of us are low on health) drives me crazy when laning with a bad shen). mash your face on W when you think they might start being meanies and try to hurt you, and magically they won't! hit E and go through them all to save your friends! or use it to move through walls when it seems appropriate! do whatever during the late game like kill dragon, solo push lanes, tower dive for no good reason, etc etc etc and then press R when your teammates, or you yourself, are in trouble (this combos into your E to make them all unkillable too)! use W AFTER your E wears off so that you block relevant skills rather than wasting blocks on attacks that mostly don't do anything cause of your absurd armor from sunfires (taunt -> feint is stupid, there are almost always better times to feint).
