I just beat f/sn yesterday after 3 months because i play a lot of video games so i am not exactly knowledgeable with fate/series lore
but did all of the smart and skilled people die in the 4th war? Because there aren't any cool, smart, or skilled people in the 5th, thats for true except for kirei i guess, but seeing as how he kinda loses twice...
That's kinda the point. No one was really groomed/prepared for it. The wars are generally supposed to be 60 years apart while it collects magic/prana. The 5th war wasn't supposed to happen so early but because the destruction of the Grail failed in the 4th war and the residual magic wasn't used, the 5th came early. In other words, PLOT! I don't remember if they ever explained how the Grail chooses the Masters outside of using the 3 families.

I think somewhere along one of the three routes of the VN they mention that when the Grail starts to run out of time it just chooses anyone to fill the seven spots. This also might explain the master for Caster on Fate/Zero.

Why don't you watch Fullmetal Alchemist: Brotherhood? That suits your description right there. I don't think it takes place in the "modern" era, but there are guns/tanks and other shit like that. I'm surprised no one has mentioned it, though I assume the "Modern" thing throws it out. To be honest, that shouldn't stop you from watching this show.
Also, if you're going for war and action, you can't go wrong with To Aru Majutsu no Index. The main character is just so heroic, and the side characters are all engaging and amazing.
The fight scenes aren't bad either. Straight up action. No talk and all fist.

Given Japan's military tradition in the modern era, I doubt you're going to find a serious military anime replete with land armor warfare (guns and tanks and shit). Almost all military themes in anime from Space Battleship Yamato to LoGH stem from a nautical tradition, which naturally lends itself to space and mecha. The non-mecha, non-space anime that are actually military will be naval (Konpeki no Kantai, also Zipang, both alternative histories dealing with the WW2 Pacific.) The tank warfare narratives in fiction are mostly inspired by western histories; their depictions mostly western produced. Anime depicting Operation Overlord would be just as rare and odd as a Hollywood blockbuster on the Sengoku period.
To be helpful in your constraints, there is one title called First Squad, written and voiced in Russian. (It's also quite divorced from what you'd expect from actual war films.)
But really I recommend mecha. I'm watching 08th MS Team atm and it's already treated more military themes than Noir ever did (not that Noir is a poor show. It's a fine show of a different genre.)

as Ech said though, the reality is that you get to Naval or Aerial stuff. Japan just doesn't have much of a contemporary history with land combat. People in Japan have pondered the lack of standard-fare aerial combat stuff, then, like Top Gun, and the general consensus is simply that such anime would be really boring, especially in the face of mechs, whom perform the same role (aerial combat) but generally with more excitement. MuvLuv Alternative is probably the most glaring example of this, as they literally just take contemporary jets and mech-ify them, and they're more badass that way.
So that leaves you mostly with naval, but there isn't much naval either.

Nishio Ishin just loves fucking around with genre expectations and references, a lot. Which is also why I don't think I can put up with Medaka Box, since I can just read the better genre parodies from monogatari series.

Sky Girls isn't a troll suggestion. Ferrose said that power armor doesn't count as mecha, and I gave that show a 7/10, so its worth suggesting.

yea man he asked for guns I gave guns :p, Madlax has wars aswell and Noir as the name suggests was more spyish and character driven but I was just throwing it out there because I mentioned girls with guns. I dont think Ive ever been a stomach a show with Robots in them outside a few exceptions, so I stayed away from that. Heck almost all of the ones I mentioned are more spy/mafia than millitary (although theres war themes in some arcs of the shows). But theres guns :p, bat shit insanity (in lagoon) and varying amounts of action depending on the show.
Also theres some supernatural elements in them aswell.
