Because it was used in the anime against Barragan, and it was slow there too. The reason that one hit was because Barragan was literally fucking trapped to where he couldn't dodge it. It would be a bit of a retcon at this point to say 'well, it was really really fast this whole time'. It's about as dumb as what he did, which was plot their way into getting hit by a blimp, basically.
Barragan never dodged it he just managed to "block" it
Wouldn't that literally be imba hax? It's supposed to be super super super powerful. If it's also so fast that you couldn't dodge it with their move-fast-techniques then it's basically a guaranteed kill whenever she fires it.
look at her Shikai all she needs to do is tap someone twice and they die

Was going to point out that the missile speed was shown in the anime. That's the information I based my statement on.
Well I feel like it wouldn't be so bad if the tides turning wasn't so exaggerated every time. People go from getting owned to owning and back again. Like if Hitsugaya getting his bankai back would only barely level the field, it would make the fight more interesting. I guess Bleach has been like this for quite a while, but thinking back to for instance Ichigo vs Zaraki, or Ichigo vs Byakuya, the fights felt like they were more clutch and even.

You're missing the point. I'm saying he didn't dodge it because he was trapped, or otherwise he could have easily done so, given that in the anime it was shown to be rather slow, next to things like shunpo and sonido. If this wasn't the case, there would have been no point to trapping him in the first place. In either case, the writing is inconsistent, which leaves the most logical conclusion to be that bad writing is why it hits this quincy-thing as well.

he wasnt trapped to prevent him from moving, he was trapped so that he couldnt prevent Soi Fon from getting right to him

In Bleach that's how you win. You need to be defeated first so you can make a comeback or alternatively get hit by the biggest attack and appear unscathed so you can then proceed to win.

I don't see what the difference is; he was trapped so that he couldn't dodge the attack.

Ignoring how there's also no evidence to the contrary, you're equating 'slow' with 'slower than sonido/shunpo', which is what we're actually talking about. Unless the attack is exceptionally fast, which would have been mentioned by now, it could be dodged just like any other attack, and seeing how it's an unusually large and flashy weapon, the enemy is almost certain to see it coming, which should by all reason make it a decidedly difficult attack to hit with.
Unless, of course, you take Plot into account, and the fact that Kubo may or may not be on a timer with his final arc. Suddenly all this has to be thrown out the window, and Kubo just has to say 'eh fuck it, just let it hit' and move on.

the difference is that hes incapable of actually dodging the attack,, hes only capable of blocking it while its fired from a long distance allowing Soi Fon to get close prevents him from blocking it

well find out next chapter, if the quincy got hit then aparently the missile isnt slow
those black marks on hitsugaya's dragon look like the marks on ichigo's mask when he first hollowfied... + Show Spoiler +
considering its urahara he might have done it so the captains would get powerups and have their zanpakuto achieve hollow modes. also funny none of the vizard captains got their bankai stolen
It's basically a slow moving but high-damage RPG that has stabilizer fins and needs to be aimed at its target. Just look how slowly it moves. How can anyone with a basic understanding of shunpo or similar skills EVER be hit by that (unless they just didn't bother or were unable to dodge)? That has been my point all along. How can you refute such blatant evidence Forik? People get hit by that thing because Kubo sucks.
