Just started playing Syllabear, it would be nice if anyone could make sure I'm not doing anything wrong or stupid 
Starting items: Stout, 3 branches, tango, salve Lane: solo mid Skill build: Max Bear first, Synergy second, rabid third and ult whenever possible Item progression: 2 boots --> magic wand --> relic --> radiance. I tried rushing a naked relic with nothing but my starting items, but I almost died from a gank 
After radiance I get AC, butterfly and heart, all of which I put on the hero. Bear only has boots, stout shield and radiance, is this correct? Should I get a Basher or MKB? If so, when and where (hero or bear)?
Also I just realized from reading Playdota that with a level 2 synergy, you can have a permanent rabid as the cd is 30 seconds. So I guess I should be spamming W whenever it's off cooldown then? Does the same logic apply to Battle Cry, i.e. is it worth spamming it to farm woods and lanes faster?
Lastly, about summoning the bear. In early game after the bear is about to die, I summon a new one in lane. But after the laning phase, the cooldown is just so damned long that I never use it except in battle. I just save it and send the bear back to the fountain. That way, if a fight breaks out I can have 2 bears in it. Is this the correct way to use Q?

that's mostly fine; phases are sometimes nice, vlads are nice before or after AC, you don't always need wand spam rabid always, battle cry whenever you wanna kill something faster (so a lot of the time) generally save the bear cooldown if there's ever a chance of you dying or losing the bear before the cd is up

The cooldown on bear decreases as level increases doesn't it? I see a lot of people build all their items on the bear, only getting tranquil boots and vlads on sylla himself. Bear gets phase, radiance and ad

you guys think a tankier PA build (phase into VG into BKB) is more effective in pubs than, say, a build that attempts to get damage items earlier on?

Yes, she gets damage from BKB, and her main damage dealing comes from her ult procs. You still do insane amounts of damage with HP items, you're just able to get more hits out and last longer in teamfights, instead of take only 1 or 2 people out.

Typically you put the aura items on the Bear and get small survivability items for yourself (Ghost Scepter, Cloak, Vit Booster, etc.). You only swap them to the Druid if your Bear is on CD, and you risk having a fight where the bear dies and your team loses all the auras.
With Vlad's this doesn't matter much, but it's more relevant for AC because the Bear isn't a hero, and therefore has no armor growth--the baseline armor from AC is pretty significant.

Also how fast should my radiance be in a standard game? I believe I have seen games where pros get it in 15 minutes, but for the life of me the fastest I can get it is in 20 minutes, with a 15 minute relic. This is from farming in a lane and getting pretty much all the last hits.

Note that in pro games there are a lot of tower kills involved, one tower kill is around 1 creep wave if somebody else last hit, if you lasthit it's around 2,5 waves, a wave is obviously 30 seconds faster. Anything before 20 minutes is decent on most heroes if you're only getting some basic items before relic.
Specifically for sylla, you should really aim at one tower kill solo, in pubs especially.

Get at least a cloak for yourself and the bear (I usually do this after radiance), with the bears/sylla's health pool, this adds a lot of EHP, some people even like getting pipe.

17~20 minutes laning with 2boots > radi 20~23 minutes laning with boots + phase > radi 20~23 minutes jungle with midas > radi (no boots) any earlier than that is usually because taking towers/kils or skipping stuff (like boots) in pubs it can be a bit delayed, but it shouldn't be too much slower than that

Reading some playdota guides they talk about orbwalking. From a google it seems that it's just stutter-stepping, while knowing when to cancel the animation. Any more to it than that?

Orb walking also does not draw creep or tower aggro like regular auto attacks. You can cancel backswing immediately with movement after the orb attack flies (but I think you knew that) and it is a little easier than animation canceling regular attacks

Why doesn't anyone build attack speed on Phantom Assassin?
With a 15% proc chance, you only have a 48% chance for a single Phantom Strike to result in a proc. On top of that, there's no guarantee that a crit proc will result in a kill. Yeah, Phantom Strike has a quick 5 second cooldown but that means basically 3.5 seconds or so out of every 5 seconds you have pretty crappy attack speed.
Why not get a Hyperstone in the mid-game and go into an AC later on? Something like BKB -> Hyperstone -> HoD -> AC?

Carries need damage, survivability, and attack speed.
PA has shit survivability and needs damage. Attack speed is most frequently compromised. AC isn't bad on her.

crit adds a flat % increase on dps, so building AS or flat damage doesn't matter if you're looking at it dps wise
