I really don't like the sound of using a shield on a monk. It just seems absurd, because when I think monk, I think Daibo or Fist Weapons only.

fists are 1-hand so you can go fist+shield
if you're opposed to that, then it is you who is absurd! 1h+shield is probably the best for entry-level monks
edit: for the cookie cutter LoH build at least. daibos were good when deadly reach kiting was a big thing

In order to farm A3 the fastest, dual wield is the way to go. However, your gear is lacking in many departments. Swap Guardian's Path for Seize the Initiative. You need A LOT more dex. At least 500 more. You need some sort of life regen, either life on hit or life steal. Considering your gear is subpar and your damage is low, life on hit is a better choice at the moment.
For defense, your resists are fine, your hp is enough, but your armor is very low. You need around 5k armor to effectively farm A3.
For damage, I would start with better gloves as above-average gloves are really cheap. Get something with dex, resist, crit chance and crit damage. Your pants are terrible, find pants with at least 150 dex. Your boots are really bad as well, get 200+ dex boots if you can.

I currently run full A3 with dying less than 10 times even with bad affix combination elites (jailer firechains plague desecrator kind of . He is by no means perfect, but I would argue that with that budget it's really as good as it gets. Currently selling an item for around 15m, will upgrade my pants and hopefully 1 weapon after I get some gold.

More dex, more dex, more dex. I would get a belt with dex to begin with.
But if you are asking weapons only, you are indeed at a hard spot. Since you do not have much crit rating (%14), you don't benefit from crit damage as well. Your offhand is your main LoH provider, but it is also a bad weapon. Usually you would see end-game monks using low dps (800-900ish) but high stat fast (1.40+) offhands. For example, 50 crit damage, 150 dex, 500 life on hit, socketed (+80-90 crit damage gemmed) sword/fist weapon, making it 150+ crit damage only from offhand.
For mainhand, they would get a slow mace/axe with high dps (1000+), some dex, and a socket.
Since I don't know your budget, I can only tell you how I would gradually replace your gear.
1. Replace your belt. 2. Replace second ring with crit + crit damage + dex ring. 3. Replace first ring with crit + crit damage ring. 4. Get a bracer with crit rating if you can. 4(tied). Replace your gloves with ones with vitality on them if you can. 5. With the vitality gained from replacing belt+gloves, get higher dex higher resist pants with lower vitality. 6. Amulets are the second highest income of crit damage after weapons, get an amulet with crit damage. 7. Get a chest with higher dexterity. 8. Replace main weapon, if you can't, get a 80% crit gem for it. 9. Replace your off-hand weapon.
Your main hand is actually a decent weapon, but as you don't have much crit rating, gemming it for crit damage does not boost your dps. So in order to have your weapons boost your dps significantly, first you need to fix your armor with crit + crit damage. You can drop your resists as low as 700, but not lower. Hope this helps.

Okay I'm so frustrated at this point...how the hell do you kill the elite phasebeast packs? normally I can kite the harder elites with deadly reach and such, but these fuckers will just teleport and surround you so you can't move, and they also just do a retarded amount of damage...
I have 700AR, 6700 armor, 900 LoH, and I use mantra of evasion hard target, and have 36k unbuffed dps...do I just need to max defensive stats?

They're still kitable unless they have some really stupid affix like vortex/jailer. Otherwise, either run into a corner so only 1-2 are hitting you at a time and they can't teleport behind you (of course they can't have any retarded affixes for this), or max incredible dps (FoT/Thunderclap) and kill at least one in a serenity/blind cycle and repeat. Whichever one you pick, you'll probably be whining about how stupid phasebeasts are, like we all do.

Offhand I would say, something with 100+ dex and 150%+ crit damage and fast attack speed (stats are more important than dps, but I would say keep it around 700 at least). Since you're an arcane monk, you can also spring for some Seven Sins, only shoulders in the game that can roll 200+ dex. Helm and bracers have room for improvement (both can reach 150+ dex and 6% crit). Belt could use a little love. Your Skull's Grasp is a low roll, they can roll up to 200 dex. The increased damage range (along with the other stats you want) on rings is godly for dual wield.

With the combined buffs to 2-handers in general, as well as buffs to spirit spenders, which tend to help 2 handers (DoT of exploding palm, CD of 7 sided strike, big spirit cost of wave of light), I think 2 handers might be viable endgame.
I did most of my leveling and early inferno with a 2hander, it will fun to go back to it and maybe try some new builds.

For chest: ~150 dex, 150+ vit, ~30 specific resist, 3 open sockets for around 10m. For pants: ~150 dex, 150+ vit, ~30 specific resist, 2 open sockets for around 10m. You may have to search around for the resist you want, but that's generally what they go for.
For your character, I would urge you to find a nice Ouroboros (like mine!). They've been plummeting in price recently. Something with ~180 dex, 4% crit, ~400 LoH. I'm not sure if they're updating them in the patch, but if I had to take a guess I'd wager that they won't be updated because they're already quite good for their level. After that, helm, something with 60+dex, 6% crit, whatever vit and resist, maybe a socket if you're lucky.

for those still playing (lol), seven sided strike + AOE rune is really good now because it gives you massacre exp bonus the more mobs you kill in a bunch.

Anyone found a use for the buffed exploding palm? I've always used 7 sided strike, and with the buff it's a lot more fun, but I'm still figuring out if EP is worth using. The flesh is weak seems like it could be useful as a 12% additional damage debuff as well as a bleed, and Essence Burn seems like it would make for a great AoE.

I bought some really cheap spirit regen gear (2 hander and helm) and I'm just spamming the shit outta wave of light using the reduced cost rune and spirit regen mantra. Hilarious stuff.
