heen, your profile is in korean i really cant know what your gear stats are. but i can try to help you with your other questions.
for aps yeah you can do with 2.31 but i really recommend getting to higher breakpoints, it is really noticeable you freeze better and do way more damage. 2.51 is quite doable but I recomend trying to get to 2.73 that is 67% ias increase in gear using ur wand.
shocking aspects awsomness comes from the 35% damage on crit not the lightning strike, it is really noticeable since we are critting so many times a second. If you have the ehp to run it do so i cant believe you cant notice the difference in dps when you have it on, things die so much faster. Another similar rune is magic weapon electrify specially awsome if you combine both but you have to sack tp for that.
diamond shards and elemental blast do not use attack turns so theyre aps comes from cool downs but the faster you cool down the more aps you get from them. Our fixation with ias is for ww since it has a direct relationship with ias, the more ias the more attacks per second a twister does, besides being able to get more twisters out at the same time, which makes you proc cm more often so it indirectly increases your eb and ds aps via cooldown reduction.
as for the third passive i used blur when my mitigation was subpar and once it got ok i switched to evocation, better freeze and damage you are right in that when theyres plenty of mobs it wont matter but it helps out in our weakest moments, when there is few.

oh and by the way i finally decided on going mempo!
just bought mine and a nats set last night. the ring is not what im after but i didnt have the money to get a cc nats off the bat after buying a cc mempo, so i just got an ar one to use while i get the cash to get the real deal.
another coolthing about getting the mempo is that now if i also slot my legacy zunis i can hit 3.01 breakpoint using time stretch while keeping quite decent ehp or if i use my lacunis(i have the for the moove speed in archon) and use enchantress i also hit breakpoint, this i like less coz my lacunis are crappy non cc and getting some i would like using (decent int, ar + cc) are just stupidly expensive.

Wow, nice! Looks completely solid all around. Great mitigations+sustain. Great CC/APS. Your piece choices match mine except for only 2 slots lol -- gloves & 1 ring.
Since you basically have a really similar thing going on, what would you say you are aiming at beyond the CC+AR Nat's ring you're looking to get next? I was thinking the next step would be trying to add CD somewhere, thinking ammy/gloves are the best option given that adding it on a weap would mean no more chant's => lots of readjusting required (can't have CD + os, doh) and adding it on a ring would mean trifecta nat's (1B+ lol) or adding it to the other, which would be equally hard. So maybe that leaves adding CD to blackthornes? That's extremely expensive too, so maybe a rare ammy with IAS/CC/CD + AR and maybe int/life%/vit ....... ugh
And yeah lacunis that are decent in the EHP categories WITH CC.... ergh not gonna happen

yeah upgrading is starting to get tough, 200 mill per piece more or less minimum, my next upgrade is the wand wanna get one with over 1100 dps + socket and at least 1.64 aps... thats a 20k dps jump. next would either be the cc nats or some trifecta gloves but these gotta have ar + armour so also insanely expensive, unless i drop the ar there and also get some ar witching hour with it to compensate and stay above 800 ar unbuffed... but getting bot will cost me about the same. i used the calc and getting the wand, some extra 4 cc (nats) and 40 cd in gloves would put me at 160k dps..... then it would have to be a trifecta bt ammy..... even more expensive.
So thats at how im looking at my upgrade path right now,

Just how the hell are you going to get any decent DPS with CM/WW style builds??
Sorry but I've just been trying a CM/WW and Forked Lightning style build from my usual Skorn Archon A3 runs and Disintegrate for everything else. But my CHD is just so low without the Skorn + gem.
So what's the "secret" stats and items to get DPS going as a CM/WW wizard!?

What do you mean?? o.O decent dps? what is 'decent' dps? stat sheet dps hardly means anything for a CM/WW Build. Its not like you actually do...100k dps only...if u have lots of cc / aps, your tornadoes are procing for a lot more then 100k dps and quite often. Look @ my profile im usually 180-200k dps unbuffed depending on which gear im wearing @ 3.05%aps / 50%cc

"decent dps" is probably "enough to kill anything on screen in a blink of an eye". so its 200k dps archon at mp0 (? never went archon). the secret is "real" dps. cm/ww build is not for "kill xyz creatures in no time", it is for "kill anything on any mp". jesuit is right, sheet dps doesnt mean anything. my paper +-85k is +-580k and i have shitty gear. btw for anyone who isnt into it: dmg of cm/ww wiz is not constant during the time. its not like you teleport into middle of pack of white mobs and they die instantly. it take time to wind up and only then the dps is there. so no point in running this build at low mp levels, as everything will die too soon to generate any procs. tornadoes will just sit above corpses and they will be wasted mana.

Hey Jesuit nice build. If I could give some tips, I would recommend boosting your mitigations+sustain a good bit in exchange for some sheet DPS. Right now you are ~180K sheet, but using Prismatic, Crystal Shell, and Blur. With some key piece swaps you would probably lose ~40-50K Sheet DPS but gain *much more* real DPS in exchange once you start running Shocking Aspect (CM/WW biggest extra dmg dealer option) + Shards (and evocation) provided more armor/AR/LOH. I see that you prefer the 3+ breakpoint vs. the 2.73+ -- cool choice. You should still be able to stay at 3+ APS with this type of change, just keep your IAS wand  cheers

go archon. its best for farming by far anyways just alot worse for ubers. but you can keep almost all of your gear.
skorn with ll is quite nice for archon, youll just have a harder time resetting the cooldown but other then that the additional lifeleech is really good.

Otherwise, what is the way to go? Should I divide up my 3M equally between the slots (with more on weapon, and a bit more on source and maybe armour), or should I spend more money on a few pieces?
I got pretty high crit chance (too high?), and decent resists, but not that high int, vit and crit damage, so I am tempted to try to go slot by slot and find upgrades that gives me more of the stats that I am short on. And what is the cheapest non-boot 12% move-speed?

Here are my thoughts on the cheap and obvious upgrades.
1. Tal rasha's amulets are quite cheap, and will be a big damage boost, especially if you stick with a black (non elemental weapon.)
2. I haven't looked at triumvirate prices in a while but I think you can get a decent one for a few hundred k.
3. Your life seems low, so a socketed helm with an amethyst will help that.
4. It is probably worth investing in a better emerald for your weapon. Radiant squares are a bit over 200k on us server.
5. I would hold off on any off-boot movespeed, as those will inevitably hurt your dps or survivability, but if you really want it lacuni's are probably the way to go.
6. I think cheap tal rasha's chests are within your budget, and would be a huge dps boost at the cost of defense, but is probably worth it. MP 0 doesn't do that much damage anyway.
7. The weapon is a tough call, since you really want life leech for archon, but decent dps ones are expensive. You might be able to get by on some life on hit plus the blood magic rune on magic weapon until you are richer.
Good luck! And remember to use a spreadsheet to compare items, otherwise you might miss out on some deals. Getting to know the int equivalent of attack speed, crit chance, and crit damage is helpful to get a rough damage estimate when looking at something. Any help appreciated! <3 Since you already have a pretty decent black weapon (you could try to find a CD/Socket/Int weapon, I suppose), switching to a similar +dmg Triumvirate (+avg damage of 220 and +6% all elements is around 1 mil on NA, not sure for EU) will give a pretty sizable damage boost. Also upgrade your weapon's emerald to at least a Star.
Your pants could probably be upgraded for pretty cheap. Just adding a decent amount of vit (120+) in addition to the stats you already have on them probably won't cost too much (300k) and should give a nice boost to your HP.
Terrible Lacuni's are probably the cheapest off-slot move speed items...
With the Triumvirate, Star emerald and a pant upgrade you will probably have enough to do Archon runs...

thanks for the simultaneous help from alqahira and battleship! Even better like this, so that advice that I see from both of you is probably the most important. My plan was to stay on black weapon and go triumvirate, Got lucky just now and sniped a triumvirate with about same damage, 5%, 5%, 6% and with a socket for 200k at 1d 11h! Most others were 500k or more, with useless extra stat. 
I'll continue shopping with your advice. Thanks fellow wizards. edit: ok, dps from 42k to 58k, and life from 21k to 31k. Gold from 2.8M to 200k. let's see how this goes.

how reliable is this spreadsheet for CM/WW wizards? sheet dps doesnt mean much for us and effective dps and ehp depend a lot on how much crit, ias and apoc you have. I guess that is not taken into account here as it would be fairly difficult to calculate?

I've only tried Siegebreaker/Kulle last night on MP5 but could only get about 1/4 of the way before I gave up.

your cc is ok at 47,5 but getting it a little higher is always good, that is as easy as switching to a cc stormcrow u will loose some sheet dps but those 2k dps mean little for cm where as extra 3cc can be a big deal... specially in your low ias setting.
i will always recomend at least 2.51 aps, 2.73 even better. the easiest way to get to 2.51 for you is switching your wand for an ias one. you dont need 2k loh and the higher aps you have the lower loh you need. some 800-900 is enough for 2.73, if you stay at 2.51 i think 1k would do it. So if you got a 1.79 aps wand and an extra 9% ias in ammy, keeping your cc and around 400-500 loh you will be at 2.73 aps with good overall stats.
you ar is around 700, that is quite reasonable but you armour is very low you should really be aiming for something like 4k so you will be needing to stack it in lots of places as you go upgrading your gear, a cheap way is to stack str.
things will be quit expensive if you want to keep your vit count, but you have more than enough so if need so drop some vit as long as your 35k or so you will be fine.
PS: in the meanwhile while u get you upgrades just switch shocking aspect for force armour for ubers, that will do the trick.
