-I absolutely hate the wailing host ring lol. I believe a dps boost could easily come from this w/ a super cheap 2-3m ring w/ cc/cd/avg dmg

Wein, Ice climbers are good, you can get MS from Tyrael's might armor, you'll lose about 100 intelligence, but will gain more All resistance, MS and 4% dmg to elites and 12-14% dmg to daemons, which IMO compensates for the intelligence, and they are not very expensive. Other good choice is Zunimassa's trail which gives more DPS and have MS, but is more expensive (and I personally don't like them aesthetically, as they are meant for witch doctor). Mempo with proper rolls is BiS for wizard, but It's VERY expensive. You can get Tal rasha's guise of Wisdom for a lot of life (your HP seems low). Look for 150+ int, 80+ Vit, 11+% to life, 5.5% CC, it'll decrease your dps, but will give a lot of life and you'll get rid of the % from fire. And it'll also give you socket which is great for helm - 25+% exp, MF or big % to life. Other choice if you prefer DPS is storm's crow, but It's not that much better than your Andariel anyway. You may consider getting Stone of Jordan ring (29%+ damage vs elites) as well, I think it'll give you more dps (vs elites) than any of your rings. I think you can get better amulet for less than 10M also. If you increase your life and all resistance (with Tyrael, tal rasha's guise and ice climbers) you may switch Prismatic armor to pinpoint barrier which will give you nice DPS boost or to Storm armor with scramble for additional damage and move speed when hit.

I like ur gear ur almost geared exaaactly the same as me. How do you survive anything higher then mp3 though with that amount of life and no all resistance? Why did you choose penetrating blast by the way?? Am I mistaken? or does it proc archon?? i didn't ever think of being as a legit quick way to reproc archon.

hmmm for some simple upgrades...You could easily upgrade all the garbage gem's in ur gear to atleast star's...I think a star is around 500k atm. IAS is also somewhat wasted on ur build because archon doesn't really require it but clearly ias does increase dps somewhat.

I have 60 mil to spend but I am not sure what to get. I could get a witching hour to boost my dps 20k but I am already quite squishy so I think I may die to often. I mean I could upgrade my zuni boots for ones with +40 all res but that seems like a small improvement for 60 mil.... Would it be worth switching out my weapon/source for a skorn maybe?

edit* Skorn for that price doesnt net any gains on stat calculator it seems

Fear not! You can never have too much APS running that build. Ideally you want 2.73+ APS, and realistically you will need ~2.5+. For CC, aim at 40% overall. For CD, don't worry about it until APS+CC are squared away. CD does not improve the mechanics of the build -- it only increases raw dmg.
