The most common DH build is not available before lvl59. Caltrops and SS are must have, other than that feel free to experiment. If you feel like exploring go explore There are a lot of random dungeons and quests that can be fun. There are a lot of extra lore if you look around. However lot of ppl rushes through normal-nightmare-hell, because inferno offers real challange and they don't care about exploring.

It doesn't say "instead of" and that Rune would make it into a slightly worse Blizzard, while by replacing it, it would be utter crap.
It is an addition. I found that if a mob enters the slow area, but then leave it he still get some corpse into his face.

Do you need extra life? If no then socket MF.

Before inferno your build is not very important, you can get by with anyone you want, try anything that sounds interesting. Once you get to inferno it is common to see preparation (backup plan) smoke screen (lingering fog) and caltrops (torturous ground), these along with hungering arrow (devouring arrow usually) and elemental arrow (nether tentacles) is the typical build. The fourth slot is a little more discussed. Some people like to use impale for when you need to do lots of single target damage, and for things such as reflects damage. I personally use evasive fire (covering fire). This gives some AOE for hitting targets in front of you as well as giving some good damage in tight hallways.

passives are pretty standard some people like tactical advantage instead of Sharpshooter. Really up to you, if you stack crit damage SS is nice.

Do I need to craft the whimsyshire staff in Normal then upgrade it through blacksmith, or can I just craft it in the difficulty I want it in?

You have to craft it in normal and upgrade through all of the difficulties one by one. (The staff of the lower difficulty is the 'materials' needed by the smith for the upgrade, not all the stuff you have to find for the normal version)

When comparing items, should i look at the gold value?

Gold value is not a good metric for determining how good an item is.

Dexterity AttackSpeed CritChance CritDamage
If you're planning on not playing glass cannon you will also need vitality, all resists, and armor. However, it is a lot more expensive and probably not in your budget at this point.
