Positioning is even more important for units like this. Broodlords are the same, especially when vortex comes into play. I think positioning can be considered a form of micro.

I think you're right with positioning being the most important part but there is some micro needed. Overkill when multiple Tempests fire on the same unit will be a big problem given the low rate of fire and important units have to be targeted to avoid wasting shots killing zerglings/marines.

Yeah, that's true. You'll probably want to manually target your tempests between each shot, which can certainly be considered micro. That's the complete opposite of a move, as well.

And the tempest actually requires micro because it can easily overkill. You generally one, two or three-shot most of the units in the game (the overall DPS is low but the burst damage is pretty decent). Its beam take some time to reach the target so 4-5 tempests can target the same unit, spending so much more shots to kill than should have.
More, the tempest probably only will work within numbers above 3 or 4. Less than this is to low DPS to be effective. Zerg/Protoss can pull away/burrow/cloak the target before it dies and Terran can repair with some scvs/heal to negate the damage.
Tempests will be the most straight-foward response to Mech, but i still think that normal Protoss responses will be on Robo tech with harassment, drops, war prism micro and abusing Warpgate mechanics (warp in the back of terran army with hidden pylons/war prsim to create flanks). Even with the Oracle and the Tempest, the Stargate tech seems gimmicky and risky. but Void Rays and Phoenixes maybe can still change this (or even Carriers =) ).

Then going by this logic.. every units that shot , is a move unit ? Sc2 is all abouth timings/decission making / army control , if you let tempest alone they die very fast from any air units. warhound cant shot up..so you can make 100of them and one air unit gonna kill them all.. etc etc..

When people say a-move, I don't think they mean you can just a-move with that one unit and win without doing anything else... Just that all you'll ever do with the unit is a-move and not micro it beyond that.
I agree that if you consider the Warhound a-move, then %80 of units in sc2 are a-move as well.

It is, since you will have to do a lot of "hit and move" or target-fireing, or your shots will be wasted, for example, all three Tempest will fire at one Marine, so you will have to split your dps, and target for example, three different Siege Tanks, with each Tempest targeting one etc.
You don't need micro like you need for Marine splitting, but you will need it anyway. And Tempests are a lot faster than you think, they are as fast as upgraded Overlords, in other words, they are faster than Brood Lords.
Not getting to hyped... never got beta keys for wow, my luck won't likely change with sc2 I can still have weet dreams of them having open beta or invites based on ranking tho.

According to this, they have (or had if Blizz changed it since) a speed of 2.25 so that's the same speed as unstimmed Marines. Average speed.

maybe Blizzard should give us the MOD tools that are going to be included with the next installment of the #2 RTS Franchine : Command & Conquer Generals 2. that is no MOD kit at all.
Blizzard needs artistic freedom to flesh out and fully test HotS.
they probably gave the guy a free copy of HotS.
