I really, really hope they take a look at consistancy and ladder ranking when determining who to distribute beta keys to
all I know is if a player who plays 1 game a week and is silver gets a beta key and I don't, I will be quite sad ;;

This obviously wont happen in long term, since blizzard want the game tested on all levels. But perhaps in the startup.

Blizzard doesnt even care to hear input from anyone lower than diamond (and thats only if you're a random player). They said that themselves as far as balance is concerned.

They are like "yeah we only want closed beta to play not even a mod is playable!" Thank's blizzard so now when I don't get in I can't even play the mod to keep me calm -_-.
I think the reason is the confusion that it might make. A ton of people will play the HotS beta, and others will play the HotS custom map, and the stats and other number might not match, and it will cause a lot of confusion about the balance and other stuff.
For example, there was a lot of confusion and bragging when they someone said that Reapers currently have 7 range and it was a mistake.

Stop mamking excuses for Blizzard. It's easy to change unit stats on the custom map, thus easy to mirror HotS. Greedy Blizzard don't want people to play it and decide the game is shit == less sales.

Thats just part of why we suck so hard vs koreans. Yes they play some other games on the side too but they don't get bored as easily as we are and are just so much better at playing a game over a very long time frame without getting burned out.
What you are experiencing is just you being a foreigner 
Plus there is still a healthy core of very active players at all leagues in this game, wait till it takes you half an hour to get each ladder game, then we can talk about less people playing a lot...

They said they don't want to hear from them, but that's only because people in silver league don't know what the fuck they're talking about. But they'll still give beta keys to bronzies just to get the win rate statistics.
