He released the long-form of his birth certificate in 2008? No, no he didn't.
I didn't even realize a "short-form" existed at all until this whole topic came up to begin with. I have 1 birth certificate, and it is the standard long-form. That's what people wanted to see, because that's what everyone has and uses for most legal requirements.

No, that's not what everyone has. That's the point. He had to request a special one from the Hawaiian government because Hawaiian citizens don't get a long form. What you have is probably a copy. I only have a short form certificate.

So seeing the signatures of his mother and doctor made the difference? I don't see any difference really in the long and short versions information..
If Hawaii is the same as the US, what happens is that the vital long form records are kept by the state and a certified copy is given to the parents. If the copy is lost, you can go to the government and request a certified copy. This is a short version of the certificate and is created when it is requested. The long form is usually kept on file and not released to anyone. The conspiracy theorists say that the short form is not "official" since it is created upon request, but in truth, no one has a copy of their long form certificate and they made an exception for obama, most people are holding onto a certified copy. (I was a Notary Public for a few years)

Well, the Federal requirement is basically... that you have to be a citizen etc. So it's not demanding extra proof, just clarifying that it needs to be proved to the state. I'd agree that it's a blatantly partisan attempt to capitalize on the fact that this question came up in connection with the Obama candidacy/presidency, but there's no way it's unconstitutional. Essentially redundant, yes, but not unconstitutional. Passing a new law saying, "lol let's follow this other law that's already law" (the Constitutional requirements for President, in this case) is fundamentally stupid, but not unconstitutional.

It's a holdover. I don't know how far it goes back, but that data was used first for Jim Crow laws (and similar) and then for affirmative action programs - some of the later still exist so I guess it's technically legally necessary or something but mostly it's something the US bureaucracy hasn't ever bothered to change.

The records in Hawaii were digitized a few years ago. The software used with document scanners does OCR and breaks up text into layers to make the documents searchable (which is useful when you're digitizing and archiving thousands of printed documents). That's why the PDF file has layers like that. I know because I just got a document scanner a couple weeks ago.
