Think about it: Your natural is getting a Reaver dropped right behind the mineral line so you grab all of the workers at you natural. And then want to jump screens to your main base. Ok, lets say your main base hatch is numbered 4, so you double tap "4" to jump your screen to your main base, uh oh, all of the drones you selected are now unselected and left defenseless. With the function keys in BW you just numbered the area so you could jump to the screen you wanted while still having the same units selected.

Why would they focus all the hotkeys on the left side of the keyboard and then stick base cycling on BACKSPACE of all keys?

So getting your workers out is even quicker and easier than in sc1.
