It gives you the best chance of knowing their location. If they scout you from one location you know they are there, if they scout in the wrong direction you see the ovi with your own. If they are across then you find out first.

Seriously though try doing the math. If ZvZ is 50/50 or even 60/40 for Jaedong, it's almost impossible he ends up with 48-13

The luck effect is more pronounced in ZvZ on 4 player maps. Already we see Effort with a 12 hatch vs. Zero's 12 pool, both expanding. Effort also has scouted correctly and Zero hasn't.

If you 12 hatch and the locations are good and they dont scout then you are well ahead.
