You're a little off. The rule is that a player can't try to qualify for the WCG Grand Final for more than one nation. IE, in Yosh's case where he has dual citizenship, he couldn't play in both the USA and Canadian finals hoping to qualify for the grand final in the same year.
Since Yosh is both a canadian and an american citizen, he CAN compete for either nation on any given year, but he can't try to qualify for the grand final from both.
