If it were true that the OS is to solely blame for performance issues, then everyone using that OS should be experiencing the same thing, which is definitely not occurring.
So the operating system is ruled out here, the next suspect is usually the graphics card/driver. I don't have much to say about that, but I would encourage you to poke around the settings for your graphics card.
Lastly, I'd like to point out that seemingly innocuous things could cause bugs in programs. From my recent personal experience, after I applied the Windows 10 Anniversary Update, my League of Legends client kept freezing on the loading screen. The fix for that was to go to the xbox app that I've never used before and turn off Game DVR in the settings.
