It seems Blizzard neglected to call timeBeginPeriod, which means unless some other application requests a higher timer resolution, BW will run at the default resolution which makes short delays impossible. This is possibly why the new patch seems to make BW "laggy".
If you experience CPU lag / frame skipping / etc, give this a try and see if it gives you different values for the timer resolutions before and after.
Download: http://r-1.ch/timerInfo.7z
Instructions: Run BroodWar, then run timerInfo.exe. If the new cur value is lower, your CPU issues might be fixed. The timerInfo will need to remain open for the new resolution to remain set. If this does indeed fix the issue, I'll turn this into a Chaos plugin. If your old and new cur values are different, please reply with what they are as I'm curious as to how the default resolutions are determined.

No, this is only a hunch at the moment. I haven't been able to test it since 1.16 runs fine for me - but my default resolution is 1ms.

You know, if someone can confirm that this fixes the CPU lag issues, r1ch could make this into a chaoslauncher plugin and we could all start using 1.16...
Someone who has lag issues with 1.16 only, please try this and report results.

Are you talking about CPU lag or UDP/bnet latency? Eg, if you run a replay at 16x, is it really fast and smooth and responsive?

My values are the same, and the lag I get is CPU lag, my mouse gets really slow and shitty and frames get skipped and it feels like I'm playing with really bad lag, only the connection is fine. On ICCUP, none of these problems occur (when using 1.15)
when I run a replay at 16x with 1.16 it seems to go fairly smoothly but if you look carefully you can see even at 2x that it's not truly smooth, but a combination of really stilted movement stitched together; i.e. you can see each frame if you look closely.
Also, on bnet, when I switch between screens like the join screen, the create game screen, etc, between each switch there's pretty significant lag
values: min - 15.64 ms max - 1.00 ms cur - .98 ms
takes like 3 goddamn seconds to get out of someone's profile on bnet jesus christ

Well, I guess it wasn't the problem I imagined it was. Until I can reproduce the CPU lag and figure out what's causing it I don't think I'll be able to make any good fixes for it.

scratch that, i get bnet lag AND cpu lag. game i'm in right now isnt lagging for anyone else but its TERRIBLE for me.

fuck i fucking hate this patch, iccup is down, bnet is unplayable, all i want to do is play this goddamn 10 year old game and blizzard manages to fuck it up with an obviously untested piece of shit patch that they still havent fixed during the 2 weeks that ive been forced to play exclusively on iccup

Besides, not everyone is even having ingame problems with 1.16. That could explain how it got through initial testing. I'm not sure how large amount of different systems Blizz tests these things with, but some people are clearly drawing too fast conclusions.
For what it's worth, my values for this were the exact same as funkie's (with the difference that funkie has problems and I don't) - so yeah, it seems likely that the cause is elsewhere.

It did kill most of the lag for me. My in-game mouse sensitivity also seemed higher than usual.
