So I have been stuck with this problem for the last two days and couldnt figure it out. I asked people, forums, searched the morrowind wiki, asked google in a dozen different ways and what not but my efforts were in vain. If you guys dont know it, I fear no one does.
I have done almost all quests for House Hlaalu. In order to advance any further, I have to build myself a stronghold in order to receive new jobs. I bought the land deed and the construction map, talked to Domos several times and had the first phase completed. In order to start the second phase, I have to cure the blighted Kwama Queen near my stronghold in the Shurdan-Raplay egg mine. But she - the queen - is simply not there. You cant miss her anyway since she is so big and the mine so small, but she is simply not there.
So yeah, thats it. The only thing I can think of how I messed the game up is that I bought the scrolls for curing the queen in advance, so I returned to Gnisis and bought them again but still no luck - the queen is still absent. Besides that, the Orc guy responsible for the stronghold has vanished after the first phase was completed, is that normal? Also, I can already enter the stronghold but there are already Dunmer + chests with weapons etc., I still think I somehow messed up the game because there are swords I have never seen lest added to my inventory.
Google apparently does not know this problem, every other player I asked has also no clue. Has anyone of you guys ever experienced that? Where is the blighted Kwama Queen? Do I have to do something in order to trigger her appearance? Did I somehow messed up the game? You are my last hope, guys

I have two thoughts, both based on my own memories of playing Morrowind.
First, I went with the Telvanni, or whatever they are called, so I don't know exactly about the Hlaalu. But I seem to recall that I had to wait a few days between each phase of building in order to do the next phase.
Secondly, there's the old reliable explanation for how you messed up in Morrowind; you might be in the wrong damn mine. The entire fucking island is covered in mines, and it is rarely clear which one is which.

Hmm it was some time ago I played that game but I do recall completing that mission without incident, it sounds to me that somehow the game was messed up but I have no idea why that might have happened. You got any saves that are far back enough to try the whole thing again?

Did you kill her? You should be able to use the console to bring her back regardless.

^ Yeah, hit up UESP and find the console code to bring her back and you should be able to get past the quest no prob, ah i remember when I was addicted to this game...

<3 Morrowind! Been playing Oblivion today. One time I had to restart Oblivion from the start because the Thieves Guild quest chain got borked.

omgomogomg so playing this. I've been so nostalgic for this game and I got a 5.1 sound system a few months ago. That was definitely my favorite part about morrowind, the awesome music/atmosphere/sounds.
