-sign up on last.fm and update some stuff. When you go you'll get concert recommendations -blabbermouth.com has lots of announcements: mostly for bigger stuff though. -metal-archives.com occasionally has a list of the concerts on a band's page. (only if you know what band you want) + links to buy tickets online

This is exactly what you need. You pick your locale, create an account, and insert a list of what bands you like. Then you can get notifications when they come to town (users/venues/site owners update the site's record of concerts, and it's really accurate).
Here's me, for example:

I suppose the only problem you might have is that the site is near perfect for turning up even the most obscure indie shows, but I don't know whether there are many metalheads using it so it might not be so great with metal bands. But check it out for sure.

There is a wonder girls concert at NY

check local radio websites. They should have at least links to the bands myspaces or something.

Well, although I'd debate putting many of those band's under the "metal" genre, I will say this, the best way to find concert dates nowadays is through MySpace.

i know in flagstaff, where i live, there is a separate paper put out once a week with who's coming to town in the near future. usually it's like 3 weeks or more notice. this local paper is really on top of their game, and even the local underground bands use it sometimes.
i'm sure seattle should have something on par with this. i mean, if a city of 60k has one that's well run, seattle and portland should as well.
edit: or you can befriend some hipsters, they always know where the shows are at

Unless there's a guy who keeps track of that and blogs about it in your area, ticketmaster is probably your best bet.
Also, going to metal websites and just keeping track of your favorite bands. I check a bookmark list full of my favorite bands' myspaces now and then to check when they're touring. Also, sites like thegauntlet.com are good. Last.fm is good as well, but it can be inconsistent as it's up to users to keep tour information up to date.
Also the most tedious way would be to find all the venues in your area that commonly feature metal bands and to keep track of what shows they have up and coming.
