Players who lose many games on purpose to have low MMR is starting to be a problem. Today I played 2 games vs chej who has around 300 MMR but skillwise he's close to me (and currently I have 2200 MMR). Needless to say we lost both games, because teams are balanced based on MMR, and since he has very low MMR which doesn't reflect his skills, their teams were always much stronger.

You could actually add apm equivalent to x mmr as a factor.
Any good player will always be above 120+ apm (as an example, maybe its more in reality) and that just means they will NEVER have an MMR below 1500-2000.
This meaning a player with 300 mmr and using 120+ apm is just faking his skill. You could boost mmr on this person by +1000 at once, if it doesnt reflect players skill it will get lowered by time from losses to the correct value but never as low as 300.
So the fix would be apm DO decide how low mmr you can ever have.
Any good player will have a hard time faking too low apm to stay low mmr because it becomes way harder to win that way.

I agree that smurfing has become a genuine problem. Lately there are more reports of smurfing than team kills on even BM. I'm sorry that those players ruin games for others.
Unfortuneately, there is no easy fix for this. In order to detect smurfs I need some way to determine someones skill in game regardless of their results.
APM is one attempt at this, but there are S players with APM around 100 and plenty of E players with amp > 120 (especially zergs). Meaning that it's not good indicator of skill.
EDIT: PS I've made some changes and now bot needs about 30 seconds to update results, so the gap between games should be greatly reduced.

If S rank was earned legit with low apm well good for them.
This might also be because S ranked is currently teamed with fake ranked 300 mmr players so S rank dont actually have to work for the win.
Bump higher APM ppl up to at least 1000 MMR and see what happens. Pretty sure it will be a better experience overall.
If noobs fake APM to get higher MMR (by spamming APM) they will (after the bump from high APM) get lowered because they cant win a game. They will in time get their true MMR downwards instead of slowly gaining it upwards.
This might not necessarily make it easier for S ranks because many low MMR ppl currently are misplaced.
This MMR bump might ruin the fake MMR players to go legit instead, meaning they will always be correctly placed instead of slooowly gaining MMR from 300 up to say 1500+ and meanwhile that happens they will bump the S ranks even higher because they are the players who will get the fakers.
Edit: There is good incentive to fake MMR atm because you get teamed with S rank. Not so much if you get a heavy MMR boost from nowhere.

Changing a balance that works for 95% of people to hurt 5% of smurfs is a great way to make the experience terrible for people playing BGHMMR. I'm pretty sure that the vast majority, of those low MMR players with high APM, are genuinely bad. Pushing MMR of tens of 300-500 MMR to 1000 would be very frustrating for people who will have to ally them in games. I don't see this solution as worth trying out, sorry.

Very easy to check by watching replays of these 300 MMR high APM players.
Out of 10 how many is playing like an expert. If this is close to 10 then you know its a big issue.
If its close to zero then you only have to ban the single ones that fake low MMR.
Only problem then is that this is infinitely repeatable behaviour that has to be manually attended.
In my own experience i dont hear people talking about bad balance but i certainly can see/feel it.
If i then dont mention it here you would assume balance is perfect.

The point of reporting players is about banning team killers and vulgar people. Reporting a player leaving a game because one of his allies was killed is not needed. This happens all the time, and it's not a reason for a ban. In every game, a player can decide the game is lost and leave.
