Turi does bring up an interesting point about decal sprays. If it has an effect on balance (e.g. hiding burrowed units) that might be enough to disallow it.
Skins that add visual confusion (ie. unit confusion) is also something that should be addressed.
I think in OW many tournaments banned the Hanzo skin with the white wolf skin because it made them hard to see on certain maps. Post patch I think Blizzard fixed it, but regardless these things should be taken into consideration.
Skins and sprays are great options to add flavour and variety to the game, but if it has even a small modicum of affect on balance/gameplay than we have to consider bans.
To those that think SC2 should focus on it's competitiveness and these fun options are useless, please just relax. You can't force your views on SC2 (or anything for that matter). If others feel it adds fun, don't be a Nazi and try to squash their fun.

Yeah, people really need to realize that games are about having fun, not just about being competitive. These are all features that will be used in creative and maybe even useful ways. There will be highlights of these things being used in competitive games. If you can't have fun just playing the game, you should probably seek for alternatives. For me personally, these features are not enhancing the fun of the game, because they don't add anything useful. If people don't enjoy the competitiveness of the game, they should go play other games, nothing wrong with that. Wait what? It's not a win for the purchaser of the skin. The entire point of it is for those type of customers to flaunt what they've bought. Which is why they dont let you shut off skins in any game that I'm aware of.

What I read from your comment is that continuously spending money for cosmetics directly correlates to "fun" in a game and that's not how a game is supposed to work, the GAME should be fun, not buying stuff. In addition to that's totally uncomparable financial model, though, as Dota 2 is a F2P game whereas SC2 is not. If you could get skins by playing a lot and thus unlocking them without having to pay, it may be a different story, but I personally would just like to not have skins at all in this game. Don't really get why SC2 has to be exactly as shitty in that regard as any other "popular" game is.

Why would the person purchasing a skin care if their opponent can see it or not? Do people really want skins just so their opponent can see it? I know if I wanted a cool skin I would want to see it, I could care less if my opponent can see my skin.
I don't see the harm in allowing it to be disabled and if someone buys a skin just so they can show it off to their opponent, well tough luck, they won't know if it's being shown or not anyway unless their opponent tells them.
