That admiral seems to have a devil fruit too, people had to obey his command. Words of power or something, i've seen that concept around in some other mangas too.

I don't think it's a fruit. His power is more akin to hypnotism, which is something we've seen before and isn't tied to a fruit.

I still don't like Mach Vise's Devil Fruit. Its practically the same thing as the Kilo-Kilo fruit, and used exactly the same way as well.

Mach Vise and Gladius's powers are there to help draw parallels between Alabasta and Dressrosa I think. Plus they haven't had that much screen time anyways. To me it would only become a problem if other fruit concepts were similarly adapted and reused in the future.
