It can be because where Stephano is from Statutory rape doesn't exist, nor does it in most of the world. In most places it is only considered rape when they do not consent. I don't know how many more times I can say this but rape is a word, just a word and because it is a word it has different meanings to different people. Your definition of what he was saying is different from someone else's, he never used the word rape and you shouldn't either.
I have said to my best friend on multiple occasions the following sentence "I proper abused my girlfriend last night" in which I meant we have very rough CONSENTUAL (sorry but had to put that in) sex. It is more than possible to have consentual sex, even with an of age girl and use the term abuse to mean many things. You have no idea what Stephano meant by it, in all honesty we have little idea whether it was a joke or not, we just assume it was.
If EG had any reason to suspect he was not joking and had actually had sex with a 14 year old girl, he would have been fired on the spot and they would know more about where he was and what he was doing than any of us.

For me personally, it seems as though he was gunning for some sort of shock value out of Bling which he obviously got. He continued on with his "MILF and children" comment and then realized his mistake.

Below 18 and I believe 14 and above(not sure here?) is legal though. So in this case, this would be illegal. So - even if one believed he was actually joking, which he claimed only after it became known publicly, it seems - this is still a very distasteful joke. Seems to be an appropriate reaction by EG, sad thing there is so much immature shit all the time in SC2. Though, I think most other gaming communities are worse.
