What would a missile do that re-entering the atmosphere won't do? The heat generated from friction is probably at least as high as that generated by the explosion of a missile. All you would be doing is adding the missile debris to the amount of crap falling from the sky.

Now I need to question whether the US air force thinks that it isn't dangerous because there's no gasoline in it, or if they just won't get the gratification of an explosion so they won't shoot it down. :p
