In additon to picking a role for the person given you can send in a penalty as well. You will not know who you are picking the penalty for. Penalties are hidden and inactive initially and will activiate under special circumstances through out the game. For example, if you reveal who you picked your role for or details about said role your penalty will activate. There are other ways to activate it as well.

I think any "if ..., then..." statement applies, well at least that's how i did it. You pick the condition and you pick the punishment.
i.e. If you claim to have KP, then any KP that you may have had becomes unusable.

An example penalty would be something like this
Penalty: If this penalty is activated you lose the ability to unvote.
or
Penalty: if this penalty is activated you may not be protected by night actions, any night action that would protect you from a kp fails and the user is informed that he was roleblocked. Any other effects from the protective action still take place
