the owner of 1a2a3a[fOu] and TerrOr[fOu] is the same person thats correct, but on iccup (best way to play them without lag) terror was shared if I remember correctly.

They didn't acquire FOU because they thought the current FXO was bad. They walked into Korea with the confidence they can eventually succeed. For any team to become the best in that environment they need to be able to not just ladder with the Koreans but also have continuous face time to get the mental training needed. FXO decided to go the extra mile by acquiring another team to enforce that level of interaction.
The more exposure the original FXO team has to the Korean mindset of how to play the faster they'll improve than without that exposure. This also allows players to have more leeway in participating in foreign tournaments like Sheth without being undermanned in their roster for GSTL.

They can still play under the clan tag fou its just their team tag will be FXO.
Its like how there are members from prime from other teams (junwi). In korea it is very common for players to play under a clan that is different from their team. Im guessing fou will just go back to being a clan, exactly how it was in broodwar.

I dunno about that. I think its pretty clear that FXO is the wealthiest foreign sc2 team, which has allowed them to do this. I'm not sure if the other teams would have the funding for something like this.
I think ogs/teamliquid style parterships would be more likely.
